- Notice of Intent - Sole Source The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Office of Financial Resource Management, intends to negotiate with Gelco Information Network GSD Inc.; Alexandria, VA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to purchase/renew the current subscription and support to the Travel Manager software package. Background: The Department of Commerce has mandated that all Commerce bureaus remain on their existing travel systems until such time that GSA completes the E-Travel 2 evaluations and selects the new vendor(s). The anticipated roll out of ETS2 is 2013. Currently, NIST utilizes a Gelco product, Travel Manager (TM). It is used to prepare, route, and submit travel documents for official Government travel. The software is written in compliance with the Federal Travel Regulation and contains various tables which support the functionality of the application (i.e., per diem rates, mileage rates, travel correspondences etc.). If this Gelco annual maintenance subscription is not renewed in a timely manner, NIST will no longer receive the required technical support and updates for Travel Manager. NIST will not be able to use its existing travel system as mandated by DOC and this will result in negative impacts to the Department, the mission of NIST, and the NIST travelers. Travel authorizations and travel vouchers will not be properly prepared, calculated, and routed for signature which potentially will generate erroneous travel payments that must be reported to the Department. In addition, this may result in delayed or non-payment to travelers, creating undue financial hardships for the travelers. The updates are specifically designed and formatted by the software vendor (Gelco) for usage and uploading into the Travel Manager system. There is no other vendor that can provide the technical support and monthly updates for this software; therefore, Gelco is the sole source capable of providing the required updates to the Travel Manager software. The applicable NAICS Code for this requirement is 423430. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Gelco Information Network GSD for a base period of one year, followed by a one-year option period. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before August 16, 2011 at 12:00 pm EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
