Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Waters Corporation, 34 Maple St., Milford, MA 01757 for the acquisition of a Waters NanoAcquity 2D Conversion Kit. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 4 months. This 2D Conversion Kit is unique in that it performs on-line reverse-phase separations at high pH (the 1st dimension), followed by reverse-phase separations at low pH (the 2nd dimension). It is technically challenging to perform the switch from high pH to low pH, and a special continuous-flow system is used. In contrast, other manufacturers have resorted to an off-line method, which involves collection of the materials separated in the 1st dimension, followed by drying-down and reconstitution of the materials prior to separation in the 2nd dimension. We need to be able to analyze protein toxins at extremely low levels in clinical samples, and it is well documented in the scientific literature that significant amounts of material are lost and are unrecoverable after being dried down. Therefore, the on-line continuous-flow technology incorporated in the 2D Conversion Kit is expected to give very superior performance, compared to any off-line methods that involve drying and then reconstituting the materials. The laboratory currently has six Waters nano-flow UPLC systems and three hybrid quadrupole time-of-Flight (QTof) mass spectrometer (MS) systems already in use. The UPLC systems currently perform one-dimensional separations. The 2D Conversion Kit is specially designed to be retrofitted to one of these nano-flow UPLC systems, so as to provide an extra dimension of separation. What this means is that a particular sample can be analyzed in much greater detail. A sample analyzed by 2D separation can be expected to yield greater information; this would be of benefit because some protein toxins are extremely similar to each other and this technology may be able to distinguish between them. The 2D Conversion Kit can only be connected to a Waters nano-flow UPLC system; it is incompatible with nano-flow systems from all other manufacturers. No other manufacturer currently offers a system that has the option to employ on-line (continuous-flow) 2D separations using two complementary reverse-phase separations. Furthermore, no other manufacturers supply add-on kits to extend the capability of the existing Waters NanoACQUITY systems that are currently in use in our laboratory. A Waters add-on kit is the cheapest way to obtain 2D capability in our laboratory. A further advantage of the Waters 2D Conversion Kit is that it can be fully controlled by, and is fully integrated with, the existing instrument control software (MassLynx) and also with the data processing software (PLGS 2.4) that we already use with our nano-flow UPLC and QTof MS systems. No other manufacturer provides this level of control and integration. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the Waters Corporation. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
