Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Genetix Corporation, 120 Baytech Drive, San Jose, CA 95134 for the acquisition of a Cytovision FISH and Automated Leica DM6000B Fluorescent Microscope. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 4 months. This instrument fulfills the following requirements for fully automated FISH imaging: 1. One-button capture of high quality FISH images with up to 16 color channels 2. Analysis tools to compensate for weak signals and background noise 3. Images saved with individual color channels and raw data is always saved 4. Flexible composite and annotation tools 5. Ability to export images in common image formats for publication or data sharing 6. Interfaces with Leica DM6000 Motorized scope 7. Ability to chose level of automation in capturing image: fully automated, completely manual or in between 8. Ability to analyze FISH and brightfield images side by side 9. Ability to capture multiple focal planes and combine into a clear image multiplanar z-stacking 10. Automated Karyotyping w/ built in human classifiers for multiple band level chromosomes 11. Comprehensive ideogram package 12. Chromosome analysis tools which include chromosome numbering, multicell chromosome analysis, chromosome counting & directors review facility 13. Hotkeys and macros that automated repetitive keystrokes and mouse movements This is the only instrument that fulfills all of the requirements listed above. This instrument has an automatic signal detection algorithm that produces sharper signals for the final image. It has a "Z-Stack" which allows the ability to visualize large objects such as nuclei and tissue sections that are thicker than the depth of field of high power microscope objectives and the excitation filter wheel is controllable via software for one-touch automated image capture. The filter wheel can also be controlled via numeric keypad. The cytovision uses a monochrome camera and pseudo-colors the FISH, allowing one to individually separate out each color and enhance / take out background / etc without effecting the other FISH probes. Other companies supply brightfield and FISH scanning instruments, however, they do not allow manual manipulation. These Brightfield & FISH scanning instruments are optimally used for very high volume commercial laboratories. Another vendor has Fluorescence instrumentation, but is not specific for chromosome work. While this company does supply color cameras, the cameras do not provide the color separation needed for multi-color FISH. Light wavelengths from these cameras overlap making it not possible to separate the colors and enhance individually as needed to clearly visualize FISH. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Genetix Corporation. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd VIA E-MAIL ONLY at gfj3@cdc.gov with the solicitation number 02471 referenced in the subject line NO LATER THAN August 24, 2011. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
