- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals will be accepted and a written solicitation will not be issued. The United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, IAW FAR 13.501(1)(ii) under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) with Emka Technologies USA, 307 Annandale Rd, Falls Church, VA 22042, as the only responsible source that can provide the specialised system needed to fulfill this acquisition. This requirement is for the rodentPACK system with the features to simultaneously record EEG, EKG, EMG and 3-axis activity from up to 48 unrestrained and conscious rats. This system allows synchronization with video display without having to conduct major invasive surgery on the animals. Head-mounted transmitters allow continous monitoring of all signals for up to 72 hours and can record from single or group housed subjects simultaneously. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Emka Technologies USA.
