- COMBINED SYNOPSIS/ SOLICIATION NOTICE: The Centers for Disease Control and Prevention, National Center for Injury Prevention and Control, Division of Injury Response, Atlanta, Georgia has a requirement to obtain a vendor to develop a report and at least two manuscripts characterizing patients with Traumatic Brain Injury (TBI) in the National Trauma Data Bank (NTDB) for peer-reviewed publications. The CDC intends to award a single Firm-Fixed-Price Purchase Order in accordance with FAR Part 13. No government-wide notes apply. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a Federal contract. The website is: www.ccr.gov. All responsible responsive sources may submit an offer which shall be considered by the agency. This is a combined synopsis/solicitation for professional services prepared in accordance with the format in Federal Acquisition Requirements (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. The solicitation number for this requirement is 00HCUHE2-2011-00790 and is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1 Simplified Acquisition Procedures. The Centers for Disease Control and Prevention, National Center for Injury Prevention and Control, Atlanta, GA intends to award a firm-fixed-price contract for the following requirement, please either fill in the dollar amounts or provide a separate excel spreadsheet containing the same information: CLIN 0001: To develop a report and at least two manuscripts characterizing patients with Traumatic Brain Injury (TBI) in the National Trauma Data Bank (NTDB) for peer-reviewed publications. $_________________ STATEMENT OF WORK Title of Project: Characteristics of Traumatic Brain Injury (TBI )Patients Background and Need The ACS Committee on Trauma (COT) provides leadership, influence, and direction in the development of ideal trauma systems and the healthcare policy that governs them to ensure optimal, equitable, and accessible trauma care to all people across the United States of America. The COT program assesses and evaluates trauma systems and provides consultative guidance for future trauma system development. The COT's National Trauma Data Bank (NTDB) is the largest compilation of traumatic injury data ever assembled. It contains more than five million records provided by over 900 U.S. trauma centers. The information contained in the NTDB has implications for many areas including epidemiology, injury control, research, education, acute care, and resource allocation. The NTDB provides a wealth of information from acute care settings that are not available elsewhere. This includes information about the diagnosis of Traumatic Brain Injury (TBI). This data set provides a unique opportunity to better understand various aspects of the characteristics of TBI patients not otherwise available. Project Objective The purpose of this project is to obtain a vendor to develop a report and at least 2 manuscripts characterizing patients with TBI in the NTDB for peer-reviewed publications. This project will help the CDC and other researchers in the field of public health in understanding more about how information in the NTDB can be used to explore TBI severity, disability, outcomes and co-occurring injuries, and to gain a better understanding of the patterns of TBI in patients who are admitted to trauma centers for treatment of their injuries. Scope of Work The vendor will be responsible for developing a report and at least 2 manuscripts for peer-reviewed publications that focus on characterizing patients with TBI in the NTDB. The vendor will conduct an analysis of existing information of individuals identified in the NTDB as having sustained a TBI. This analysis will include the following TBI variables: demographics, injury mechanism, protective device use, injury severity measures, co-occurring injuries, surgical procedures, complications, outcome measures, disposition, and payer. This will allow patterns and issues related to TBI in this database to be evaluated. The report and papers will include analyses that provide answers to at least the following project questions, as well as any additional project questions that examine characteristics of TBI patients from acute care settings: • What are the characteristics of patients admitted to trauma centers with a diagnosis of TBI? How do patients with isolated TBI differ from patients who have multiple injuries that include a TBI? • To what extent does the NTDB provide information that can be used to assess disability, or risk for disability from TBI? • Do TBI's of varying severity increase hospital length of stay, or costs of care in patients with multiple injuries? • How does TBI impact discharge disposition? Mortality (early or late)? • What is the payer mix for patients with TBI (isolated and as part of multisystem injury) and what are the hospital charges? How, if at all, does this differ from patients without a TBI? The vendor will include the following information to correspond to each project question: o critical articles for each project question in pdf format o introduction/literature review for each project question in word format o conduct and provide analyses with tables for each project question in word format o method's section for each project question in word format Additionally, the report will include a comparison between NTDB and other national data sources, especially those with measures of functional disability shall be explored as potentially providing additional information about the characteristics of individuals who sustained a TBI. Technical Requirements The vendor will utilize its expertise with the methodology and structure of the NTDB and other national data sources, especially those with measures of functional disability to complete the analysis. Additionally, the vendor will access and analyze the NTDB data, specifically the TBI variables which include demographics, injury mechanism, protective device use, injury severity measures, co-occurring injuries, surgical procedures, complications, outcome measures, disposition, and payer. The vendor will utilize its topic-specific expertise to select state-of-the-science questions using NTDB, which examine characteristics of TBI patients from acute care settings. The vendor will develop a report and at least 2 manuscripts for peer-reviewed publications which focus on the characteristics of TBI patients from an acute care setting. The vendor shall conduct the following tasks/activities: Task #1 Convene a Kick-Off meeting conference call with CDC and project staff within 2 weeks of award. Task #2 Develop a timeline for all tasks in the technical requirements. Task #3 Conduct as-needed telephone calls (at least monthly) with CDC to determine progress, challenges, and any changes in development, implementation, or timeline, until the project period end date. Task #4 Conduct an analysis of NTBD data, especially the TBI variables. Task #5 Develop at least 2 state-of-the-science project questions that examine characteristics of TBI patients from acute care settings. Task #6 Develop a report that will characterize patients with TBI in the NTDB, which includes analyses of NTBD data, especially the TBI variables located in the Scope of Work above, answers to the project questions located in the Scope of Work above, a comparison between NTDB and other national data sources, especially those with measures of functional disability in order to glean additional information about the characteristics of individuals who sustained a TBI, as well as any additional project questions. Task #7 Develop at least 2 manuscripts for peer-reviewed publications that will focus on the characteristics of TBI patients from an acute care setting, that are housed within the NTDB, and which includes analyses that provide answers to the questions located in the Scope of Work above. Task #8 Develop a semi-annual progress report describing progress to date, status of tasks/activities, challenges, and any changes in development, implementation, or timeline. Task #9 Develop a final report which serves to document and review the entire project activities. The tasks/activities described above shall be accomplished during a 12-month period beginning September 1, 2011 or upon award of the procurement request. Reporting Schedule SEMI-ANNUAL REPORT Submit a semi-annual progress report to CDC six months after award date. FINAL REPORT The vendor's final report shall serve to document and review the entire project activities. The final report shall contain an executive summary suitable for distribution to appropriate Government decision makers. Submit reports in MS Word format electronically and in hard copy to the Procurement and Grants Office Contract Specialist and Project Officer. All electronic files should be delivered in MS Word format and provided via e-mail. One month from award Submit semi-annual progress report to CDC 6 months from award Submit at least 2 state-of-the-science project questions. 6 months from award Submit at least 2 manuscripts to CDC. 12 months from award Submit a report to CDC that characterize patients with TBI in the NTDB. 12 months from award Submit final report to CDC. 12 months from award EVALUATION CRITERIA Characteristics of TBI Patients The following non-price factors will be used to evaluate quotes: 1) Technical Approach 2) Past Performance 3) Similar Experience and Qualification 4) Staffing and Management 5) Cost Proposal Offerors shall submit a brief technical response (not-to-exceed 10 pages). 1. Technical Approach Vendor must provide a description of the technical approach they will use for providing the services and deliverables required for the contract. The vendor must demonstrate a proficiency in using SAS and reading multi-relational datasets. Additionally, the vendor must demonstrate the ability to perform inferential statistics. Expertise in Injury research must be demonstrated. This criterion will be evaluated according to the soundness, practicality and feasibility of the vendor's description of the approach for providing the specified services. 2. Past Performance Provide information relative to prior experience of assigned staff in conducting a project similar in complexity and size to the anticipated project. Vendor must demonstrate experience in developing the methodology and structure of the NTDB and other national data sources especially those with measures of functional disability. Vendor must demonstrate experience in accessing and analyzing NTDB data, specifically the TBI variables which include: demographics, injury mechanism, protective device use, injury severity measures, co-occurring injuries, surgical procedures, complications, outcome measures, disposition, and payer. 3. Similar Experience and Qualification Vendor must provide information reflecting experience and qualifications of assigned staff that is similar in complexity and size to the anticipated project. Vendor must have experience and qualifications in the following areas: • Demonstrated conceptual and methodological understanding of the NTDB survey. • Significant expertise analyzing national-level hospitalization data sets. • Expertise in epidemiology, preferably in the area of injury. • Expertise in health economics. • Extensive prior experience in disseminating scientific findings through presentations and peer-reviewed publications. • Ability to effectively communicate with CDC staff, partner groups, and in professional meetings. • Strong interpersonal skills to develop and maintain productive relationships that will ensure successful completion of projects on a multi-disciplinary team. 4. Staffing and Management Vendor should provide: (1) a staffing plan that demonstrates an understanding of the labor requirements for the contract; (2) a management plan that describes the proposed approach for managing the work, to include subcontract management; and, (3) names, CVs, credentials, and experience of key personnel. This criterion will be evaluated according to the soundness, practicality and feasibility of the vendor's staffing and management plan for this contract. 4. Cost Proposal The offeror with the lowest price, and who is technically acceptable will receive the award.
