- The Department of Commerce/NOAA, Eastern Region Acquisition Division, Kansas City, MO (ERAD) and the Atmospheric Turbulence & Diffusion Division, Oak Ridge, TN, intends to purchase the following items listed below from Campbell Scientific Inc. Campbell is the only vendor that produces the required TX320 and CR3000 for the U.S. Climate Reference Network (USCRN). The USCRN is a network of climate stations developed as part of the National Oceanic and Atmospheric Administration (NOAA) initiative. Its primary goal is to provide future long-term homogenuous observations of temperature and precipitation that can be coupled to long-term historical observations for the detection and attribution of present and future climate change. Data from the USCRN will be used in operational climate monitoring activities and for placing current climate anomalies into a historical perspective. The USCRN also provides the United States with a reference network that meets the requirements of the Global Climate Observing System (GCOS). The network consists of 125 stations installed and maintained since 2000 throughout the continental United States, Alaska, Hawaii, and an experimental site in Canada. Campbell Scientific microloggers/dataloggers have been deployed at these monitoring stations. The items are as follows: 1) 4 ea CR3000-ST-SW-NB-NC, P/N 17852-47, Micrologger; -ST Tested -25 to +50C; -SW Standard 3-year Warranty; -NB Base with No Battery; -NC No Calibration Certification; 2) 9 ea NL115-XT-SW, P/N 16696-16, Ethernet Interface & Compact Flash Module; -XT Tested -40 to +85C; -SW Standard 1-year Warranty; 3) 9 ea CFMC256M, P/N 18438, 256M Compact Flash Memory Card (-40 to +85C); 4) 24 ea TX320, P/N 27314, HDR GOES Transmitter; 5) 4 ea COANTN-L12, P/N 16112-9, Antenna Cable RG8 w/2 Tyne N Male Connectors (12 ft per Antenna Cable); 6) 24 ea 30dB GPS Antenna 3.3V Jam-Resistant Active w/o Cable; 7) 24 ea GOES GPS Antenna Cable, P/N 18017-L10 (10 ft cable per Sensor); and 8) Estimated Freight Charges (if applicable). The requirements for the micrologger/datalogger include the ability to monitor at least fourteen (14) differential inputs (28-single ended) with multiple ranges, at least four (4) pulse count inputs, and least eight (8) control ports for enabling relays (the relays/control features are used extensively in the field). The Campbell Scientific Inc. CR3000 datalogger fully meets these requirements. The datalogger must be configured to communicate via high data rate (1200 bps) transmitter sending the data to the NESDIS GOES satellite for retrieval via the internet. The TX320 HDR (high data rate - 1200 bps) GOES Satellite Transmitter must be purchased from the same vendor that provides the micrologger. The satellite transmitter is configured to communicate with the micrologger and relay/transmit the data to the NESDIS GOES Satellite for retrieval via the internet. The TX320 HDR GOES Transmitter replaces the TX312, which is no longer available. Any changes to the station configuration involving these components would require rewriting of micrologger software and testing and evaluation of the configuration changes. This would require extensive time requirements for the engineering staff. Model NL115 Ethernet Interface and Compact Flash Module allow the CR3000 Micrologger/Datalogger to communicate over a local area network or a dedicated internet connection. The NL115 CF Card combination can be used to expand the micrologger/datalogger's memory, transport data/programs from field site to the office, and store JPEG images when the CC640 digital camera is connected to the micrologger/datalogger. Retrieval of data stored on the card can be done through a communications link with the datalogger or by removing the card and carrying it to a computer. This permits retrieval of date remotely from the CRN field site when interruption of GOES satellite transmission of data occurs. The Government has conducted market research and found Campbell Scientific instrumentation is the instrumentation that meets program requirements of being interchangeable from site to site. This is critical because the micrologger/dataloggers are replaced at each U.S. Regional Climate Reference Network (USRCRN) station as part of the routine annual maintenance site visits. The replaced micrologger/dataloggers are then returned to Campbell Scientific for recalibration. They are them used as replacements at other USRCRN stations. If components are not hardware and software interchangeable with equipment at existing stations, extensive reengineering of the site design and maintenance procedures would be required, in addition to any test and evaluation period. To be considered interested parties must be able to demonstrate their ability to provide similar instrumentation. Firms must furnish detailed specifications and descriptions to demonstrate their capability to provide the instruments and satisfy the Government's needs. Capability information shall include, at a minimum, name, telephone number and address of concerns for which you have previously furnished this supply, and detailed narrative that describes your ability to provide this supply as specified and descriptive literature. The Government intends to solicit and negotiate with only one known source under authority FAR 13.106-1(b). This is not a request for proposals and there is no solicitation available at this time. However, all responses received within 10 calendar days after date of publication of this notice will be considered by the Government. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Campbell Scientific Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 334513.
