- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is not a total small business set-aside. This solicitation number is RFQ2215827 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Mental Health (NIMH) has a requirement for an active MRI system for the NIMH's Facility 7 T scanner which came online in late 2010. This is one of the most advanced MRI systems in the world and the NIMH staff has been working hard on optimizing the system for functional neuro-imaging. The system is equipped with an advanced-design 32-channel head coil, and although this coil provides many benefits in terms of image quality, it affords only limited physical space between a subject's ears and the inside of the coil unit that surrounds the head. To date, the NIMH has been unable to incorporate auditory stimulus presentation into the system and studies requiring auditory stimulus presentation have been unable to proceed. The NIMH has a requirement for a system that (1) is capable of delivering high-quality sound stimuli, (2) provides sufficient noise-dampening during scanning, and (3) is physically compatible with this 32-channel coil. This system will employ advanced signal processing techniques to deliver active noise cancellation which reduces the perceived noise during studies by 60db. The system is to be completely non-ferrous and extremely safe. This system also includes sensors that measure the sound pressure levels (SPL) in real-time that are experienced by the subject. This enhances subject comfort and safety as any unexpected changes in sound level can be detected instantly and (potentially corrected).Delivery is to be Bethesda, MD. Offers will also be evaluated on best value in relation to price.
