- Sole-Source Justification & Approval In Accordance with the authority of the test program for commercial items (Section 4202 of the Clinger-Cohen Act of 1996), as implemented by FAR 13.501, the following information is submitted to support an acquisition without allowing for full and open competition. Pursuant to FAR 13.501(a)(1) Acquisitions conducted under simplified acquisition procedures are exempt from the requirements in Part 6. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The mass spectrometer system to be connected to the liquid chromatography system for our research needs to be a triple-quadrupole/ion trap mass spectrometer which can produce enhanced product ions and MRM3 (multiple reaction monitoring that generates a second product ion from the first product ion), which critically improves identification and quantification of compounds in very complex environmental matrices such as biological samples. The AB SCIEX QTRAP 5500 is the only mass spectrometer system with triple quadrupole and ion trap combined while providing the highest sensitivity for quantitative analysis. Recent advances in mass spectrometer technology have produced systems that are more robust and capable of achieving very low detection limits. The advantages of having a more robust and very sensitive instrument rely on the fact that sample preparation time in the laboratory can be reduced and low levels of toxic chemicals in the environment can be detected more easily and accurately. For example, the final extracts would not need to be concentrated down to micro-liters of volume to reach a reasonable limit of quantification for a method of analysis. Also, the high sensitivity allows the analysis of smaller sample mass when limited sample amounts are available, which can also improve accuracy by reducing the interfering effects of extraneous compounds present in the final extract analyzed. In addition, new-generation electronics enable the faster scan rates needed to take advantage of ultra high-performance liquid chromatography and allow us to be able to simultaneously quantify more compounds during the same analysis. A new generation of triple quadrupole MS system equipped with linear ion trap is now available. This new technology enhances the research and development capabilities for new analyses related to oil spills, such as additional dispersant components, polar components of oil and metabolites of oil constituents (e.g., polycyclic aromatic hydrocarbons). The triple quadrupole with linear ion trap improves the ability of identifying unknown compounds without requiring a separate instrument. This system produces enhanced product ion and MRM3 (multiple reaction monitoring that generates a second product ion from the first product ion), which critically improves identification and quantification of compounds in very complex environmental matrices, such as biological samples (e.g., blood, bile, muscle tissue). In addition, the acquisition of a triple quadrupole system with the linear ion trap would allow our laboratory to generate comparable results with other government laboratories and participate more effectively in collaborative research and development projects. The Government intends to negotiate a firm-fixed-price supply contract. The NAICS code for this procurement is 334516 the size standard is 500 employees. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that if AB Sciex, LLC is the only producer of a mass spectrometer that combines triple quadrupole technology with linear ion trap and if they are not awarded the mass spectrometer contract it would be detrimental to the mission of NOAA's Office of Environmental Conservation Division. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above in duplicate no later than 15 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. Offerors should include a description of significant collaboration and subcontracting that will be required to provide technically acceptable deliverables. No cost or pricing data is required.
