Census Bureau, Suitland, Acquisition Division Room 3J448-B Washington, DC, 20233 THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The NAICS Code for this acquisition is 541511 Custom Computer Programming Services with a Size Standard of $25.0M. The potential contract value is $1.25 million Background In September 2005, the Census Bureau awarded a contract to M-Cubed, Inc. and their subcontractor, Caliper Corporation to developed a suite of software called the MAF/TIGER Partnership Software (MTPS) that enables all geographic program participants the ability to update the following types of data: roads and their attributes, legal and administrative boundaries, annexation, detachments, mergers, statistical areas for the presentation of census and survey data and addresses/structure descriptions. In 2008, the Census Bureau awarded a contract directly to Caliper for the continued customization and upgrade of the MAF/TIGER Partnership Software (MTPS) application. The software created was designed to produce a standardized output data format from all participants, thus reducing the extent of post-processing prior to incorporating submissions into the MAF/TIGER database. All technical development of the MTPS was completed by Caliper Corporation through customization not only of user interface scripts but also to the source code of Maptitude, itself. Caliper Corporation owns Maptitude and prohibits its modification and/or it's reverse engineering, leaving themselves as the only group that is able to effect change to the core software upon which the MTPS was developed. As a result, the Geography Division of the U.S. Census Bureau intends to enter into a contract by means other than full and open competition for continued technical development and customization of systems software services in support of MTPS from Caliper Corporation that is the only known available source with unique capabilities. Caliper Corporation developed and customized the MAF/TIGER Partnership Software (MTPS) for five major Census Bureau data programs for the 2010 decennial population Census. These applications are used by over 40,000 state, local, and tribal governments to enhance the Census Bureau's Master Address File (MAF) and TIGER geospatial database of roads, legal and administrative boundaries, and geographical area reporting units for Census and survey data. The five custom applications were based on Caliper Corporation's Maptitude Geographic Information Systems (GIS). The Geography Division of the U.S. Census Bureau chose the Oracle 109 Spatial Technology platform to merge the Master Address File (MAF) for the entire United States with the TIGER data, the US mapping data, into one seamless national mapping system. The redesign of the MAF/TIGER database is focused on creating a leading-edge platform that integrates spatial data with other information. This platform allows Census Bureau representatives to interactively update location information efforts to improve the quality and accuracy of the information updates. The aim of this requirement will provide for continued support of the MAF/TIGER Partnership Software (MTPS) application that was developed for five major Census Bureau data programs. The Contractor shall work with Census Bureau software developers and analyst to ensure continued efficiency of the MAF/TIGER update system in the support of operations and maintenance of the MTPS. Objective The Census Bureau requires a contractor to provide continued support in the areas of customization, development, operational maintenance and technical support services of the MAF/TIGER Partnership Software (MTPS) as described in the attached Task Requirements. Place of Performance The place of performance shall be at the contractor's site. The period of performance shall consist of a Base Period and four (4) Option Periods. The government anticipates awarding a Time and Materials contract using Part 15 Negotiated Competitive Procurement procedures. Interested parties may submit responses that demonstrate its ability to provide services in accordance with this announcement, which will be considered within 15 days of the posting of this notice. As a result of analyzing responses to this synopsis of intent to sole source, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
