Description
JOFOC The Department of Commerce, NOAA, National Weather Service (NWS), Engineering and Acquisition Branch intends to negotiate on sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with the Transfinite Systems Ltd, Green Dragon House, Croydon, Surrey CRO 9XN, United Kingdom to procure annual maintenance and support for the Visualyse software package, NAICS code 511210. The Visualyse software package is a radio communications modeling tool sold as a commercial product without source and design rights. The Visualyse software package is used for simulating both satellite and terrestrial networks and the interactions between them. The NWS Spectrum Manager uses the Visualyse software package to conduct interference analysis and electromagnetic compatibility analysis to request and protect National Weather Service equipment frequencies. The most recent and ongoing Visualyse software package is used to assess the International Mobile Telecommunication industry sharing requests from interfering with radiosondes (weather balloon instruments) and NEXRAD WSR-88D Doppler Weather Radar performance. The Visualyse software package is accepted and used by regional and international radio frequency regulators, following International Telecommunication Union (ITU) recommendations, and has been used in many frequency recommendation papers presented at ITU Working Groups, Plenipotentiary Conference, and the World Radiocommunication Conference. The Visualyse software package has been accepted by the ITU as being able to carry out the analysis required to determine the need for coordination between satellite and ground based systems in accordance with ITU-Radiocommunication (ITU-R) Handbook and Publications. The ITU-R Handbook and ITU-R Publications may be obtained from the ITU at http://www.itu.int/pub/R-HDB Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation that reflect meeting the aforementioned requirements for ITU compliance. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 15 days after publication of this synopsis. Information related to the potential availability of other sources that can fulfill this requirement must be received by the POC listed below no later than 3PM eastern time on Friday, August 19, 2011, POC: Jeffrey Paul, NOAA/National Weather Service, 1325 East-West Highway, Room 3176, Silver Spring, MD 20910. Questions must be emailed to Jeffrey.Paul@noaa.gov. TELEPHONIC QUESTIONS OR REQUESTS WILL NOT BE ACCEPTED OR ACKNOWLEDGED. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
