Description
The U.S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory (NVFEL) located at 2565 Plymouth Road, Ann Arbor, Michigan, requires an Indefinite Delivery / Indefinite Quantity (IDIQ) Contract for the Installation of Gas and Aerosol Detection Systems through Task Orders issued over the seven (7) year contract performance period. The Contractor shall provide all supervision, labor, materials, tools, equipment, hardware, and documentation necessary to complete the task orders. The NVFEL currently has multiple gas detection system situated throughout the facility. These systems typically monitor CO, CO2, NO2, O2, H2 and LEL (lower explosion limit). The sensors sample the air in work areas and go into an alarm state if levels of toxic gas are detected, if oxygen levels drop too low, or if levels of combustible gas go too high. The sensors are connected to various control panels such as QuadGard panels and SafeAir panels and are networked to a Central Gas Detection System Computer. All sensor levels and alarms are logged on the Central Computer. The gas detection system is required to ensure that personnel are not exposed to toxic gases above the OSHA permissible exposure limits, thereby helping ensure a safe work environment. NVFEL periodically requires installation of additional gas detection sensors and upgrades of existing systems. Furthermore, it is envisioned that over the next seven (7) years, a number of hydraulic aerosol detectors will be installed to detect pump leaks on hydraulic test stands. Under this IDIQ contract, the Contractor shall install gas detection sensors and hydraulic aerosol detectors and associated systems as specified in task orders issued by the Contracting Officer. Work will include power wiring as well as other incidental services necessary to integrate the new installations with the existing gas detection system. An IDIQ contract is contemplated, under which firm-fixed-price task orders will be issued. It is anticipated that the contract will specify a minimum order amount of $25,000 and a maximum order amount of $5,000,000 over the life of the contract. Contract award will be made using best value methodology. All non-price evaluation criteria, when combined, are significantly more important that price. Anticipated non-price evaluation criteria include Technical Qualifications, Past Performance, and Response to Projected Initial Task Order. This is a Total Small Business set-aside acquisition. All responsible sources may submit a proposal which will be considered by the Agency. All prospective offerors are required to be registered in the Central Contractor Registration system in order to be eligible for contract award. It is anticipated that the solicitation will be posted on or about August 15, 2011 on the EPA home page on the World Wide Web (www.epa.gov).
