- This acquisition will be processed under FAR Part 12 - Acquisitions for Commercial Items and will be made pursuant to the authority of Far 13/105-1(b)(1) to use Simplified Acquisitions procedure for commercial items. This is a Notice of Intent for commercial items. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIH-OLAO-OA5-2178881 and is being issued as a Notice of Intent, under the authority of FAR Subpart 6.302-1, 10 U.S.C. 2304 (c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The associated North American Industry Classification System (NAICS) Code 334516, which has a size standard of 500 empl. The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the Lab of Molecular and Development Biology and the NEI, intends to procure on a sole source basis from Qiagen Inc., a Qiagility System that enables rapid, high precision automated PCR setup, eliminating the need for tedious manual pipetting steps. Multiple setups can be performed in parallel and ready-to-run, validated protocols avoid programming erros and ensure maximum reliability. The Qiagility system is fully compatible with contractors real-time PCR cycler - the Rotor-Gene Q. PCR assays can be directly set up in a Rotor-Disc, and then transferred to the Rotor-Gene Q. This notice of intent is not a request for competitive quotations; however, the Government will consider responses submitted. Responses must be submitted no later than 4:00 PM Eastern Standard Time (EST), August 15, 2011 to Ms. Van Holley. For delivery through the Postal Service, the address is NIH/OD/OLAO/OA Simplified Acquisitions - Branch 5, 6011 Executive Blvd, Suite 537B, MSC 7663, Rockville, MD 20852. Electronic submission will not be accepted. All information furnished must be in writing and must contain sufficient detail to allow the government to determine if it can meet the above specifications described herein. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
