- NASA/GSFC has a requirement for a laser transmitter unit for use in existing aircraftinstrumentation. The existing unit was originally developed by Litespar and delivered in2007. The laser unit was custom designed to fit the physical constraints of theinstrument and the environmental constraints of the aircraft platform.As such, only afunctionally and physically identical unit will be acceptable for use as a replacement.Minimum requirements include:Lasing material: NDLYVO4Simultaneous three wavelength operation (1064,535,355mm)Minimum 30 microJoules per pulse at 532 nm at 5 kHzMinimum 50 microJoules per pulse at 1064 nm at 5 kHzMinimum 40 microJoules per pulse at 355 nm at 5 kHzAbility to switch netween 5 kHz repetition rateOutput beam polarization greater than 200:1Temperature range (survival) -50C to +60CTemperature range (operating) 0C to +50COperation in high-altitude (60,000 ft) environmentLaser head physically and functionally identical to existing laser hearLaser electronics unit physically and functionally identical to existing unit.NASA/GSFC intends to purchase the items from Litespar, Inc.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 19, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
