Description
This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. Background Genetics Home Reference (GHR), a program of the National Library of Medicine at the National Institutes of Health, is an online resource that provides balanced and reliable consumer-friendly information about the effects of genetic variations on human health. The GHR website (http://ghr.nlm.nih.gov/) contains plain-language summaries of almost 600 genetic conditions, more than 800 genes, and an extensively illustrated handbook that outlines the fundamentals of human genetics. GHR also offers links to other trusted material on the web that provides foundational information to users. GHR is one of the Library's most relied-upon resources, with an average of more than 16,000 median daily unique IPs visiting the site between January and November 2010. With this high public visibility, timely review of existing topics and efficient development of new topics are essential elements in maintaining an accurate and useful website. With the huge explosion of genetic information and the clinical consequences associated with the completion of the Human Genome Sequence, GHR could enhance its public offerings through the skills and resources of a patient advocacy group with broad membership and strong relationships to primary subject matter experts (SMEs). The professional services to be provided will increase the efficiency of content development for the GHR website. The deliverables created by this contract include alerts from the relevant disease advocacy community that will help GHR keep its information accurate and up-to-date. Deliverables will include templates for acquiring the information and alerts. Deliverables include a database of, and direct access to subject matter experts working the genetic disorders presented in GHR and communication documents to facilitate further development of relationships between SMEs and GHR. Objectives The Genetics Home Reference (GHR) project of the Lister Hill Center requires professional support services from a Patient Advocacy Organization with members who represent a large number of rare and common genetic disorders. The professional services needed require an organization with a proven track record of creating and disseminating educational materials on genetics and genetic disorders to the public who can: • Involve their disorder-specific member groups to alert GHR to specific, mission critical information about conditions, genes, and other GHR-related content via a protocol-specific template developed through this contract. • Identify and coordinate appropriate subject matter experts (SMEs) from their disorder-specific member groups' scientific boards and establish and document the SMEs' collaboration in the GHR content-review process. Project Requirements Required Task 1: Provide GHR with "Alerts" when important new information is available about conditions, genes, and other information on the GHR website to help GHR keep the site content up-to-date. Appropriately credentialed staff will solicit, coordinate, and prepare information obtained from their disorder-specific member groups and those groups' scientific advisory boards (see Task 1b) using template documents approved by GHR (see Task 1a). Required Task 1a: Develop template documents to solicit "Alert" information from disorder-specific membership (A sample template is included as an example in Appendix 1: Anticipated duration.............................................................................................................................month 1month • Develop a template document to explain the scope and format of GHR materials in order to solicit specific "Alert" information from disorder-specific member groups. This information will be used for timely topic enhancement and revision by GHR. The template document will request immediate "Alerts" when specific breaking news items occur for a topic. The document will inform GHR of new pivotal publications about scientific discoveries including relevant laboratory, clinical, and management breakthroughs, and new gene /disease relationships that are identified. These documents will elicit specific details, including PubMed identification numbers. • Template development will include: o beta test & revise draft documents o An implementation plan to solicit Alert material from disorder-specific members will be developed in collaboration with GHR o A distribution plan to their membership will be developed in collaboration with GHR Required Task 1b: Evaluate the alert template's usefulness............................................... months 2-11 • Contractor will pilot test the "Alerts" by sending the "Alert" template forms to a targeted number of respondents. This number, TBD, will be assessed during phase 1a and approved by GHR. • Contractor will summarize the information collected on the template documents. The raw and summarized data will be provided to GHR. Required Task 1d: Managing "breaking news" alerts: • Contractor will receive "breaking news" alerts from its members that contain important new findings about GHR-covered topics. These alerts will be received on the template established above. • Contractor will assess the accuracy and applicability of alerts, as well as their priority within the GHR review cycle and submit the alerts to GHR in the template developed above. Required Task 2: Find and coordinate appropriate Subject Matter Experts (SMEs) and develop and manage a database to enhance GHR's access to appropriate SMEs for new topic areas Background: GHR relies on senior genetics researchers, clinicians, and genetic counselors to review the content developed in-house by credentialed GHR. GHR identifies, contacts, and requests assistance from SMEs as part of the review process for every topic being developed for publication. SME reviewers who agree to assist are provided with draft documents. Under this contract, the contractor will support the expansion and development of the GHR SME reviewer database through their member organizations' associations with relevant members of the scientific community. The significant and direct affiliations that the Contractor's extensive membership organizations have with the SMEs involved with their disorders is a critical feature of this contract because it facilitates the SME review process. This facilitation is necessary to improve the efficiency between GHR and SMEs during this critical review stage of content development and result in more timely completion of GHR materials. Required Task 2a: Draft template documents for Subject Matter Experts (SME)........................month 1  Contractor will use the GHR protocol to create communication documents to coordinate specific milestones of the review process per template development approved by GHR.  Contractor will collect and maintain timely documentation about the reviewer's credentials as an SME.  Contractor will maintain an archive of communication(s) with SME regarding reviews they are performing  Contractor will document and archive final communication of specific review Required Task 2b: SME identification and selection.....................................................................months 2-4 o Contractor will develop a list of potential reviewers for GHR-prioritized topics to be developed o See 2c for data to be collected o GHR staff will make the final determination of SME qualification for specific GHR content review. Contractor will maintain contact with selected SMEs using the approved templates developed in task 2a. Contractor will maintain an appropriate time frame for the work to be completed based on GHR feedback and needs. Required Task 2c: SME Database development and maintenance.........................month 2- end of contract • Contractor will collect and maintain the following information about SME reviewers: o Current CV and contact information o Additional areas of expertise Anticipated Period of Performance The purchase order period of performance will be for a 12-month period from the date of award, with two (2) one-year option periods, if exercised. The anticipated award date is expected to be on or around September 15, 2011. Other Important Considerations The proposed acquisition will be procured in accordance with the policies and procedures under FAR 12.6, Streamlined Procedures for Evaluation and Solicitation of Commercial Items and FAR 13, Simplified Acquisition Procedures. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotes (RFQ), nor is an RFQ available. Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's: small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 12:00pm eastern standard time on Monday, August 15, 2011 to Shari Shor, shorse@mail.nlm.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
