- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. US Army Contracting Command, Army Contracting Command - Warren, Warren, MI, intends to issue a sole-source Request for Proposal to Racor Village Marine Tec, a division of Parker Hannifin, Gardena, California. The proposed effort contemplates the award to design and fabricate one Expeditionary Mobile Water Packaging System (EMWPS) capable of interfacing with an existing Expeditionary Unit Water Purifier (EUWP) for subsequent test and evaluation by TARDEC and potential use during future disaster relief missions. The system shall be capable of packaging 750 liters per hour and will be housed in a single 8x8x20 ISO container. In addition to the system, the contractor shall conduct in-house testing, develop and validate technical manuals of the EMWPS, provide tech support and training to TARDEC personnel during Government testing, and a technical report outlining the system design and development. The Government intends to procure these supplies and services on an other than full and open competition basis with Racor Village Marine Tec under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A period of performance of 15 months is anticipated to satisfy the requirement. In accordance with FAR 35.007(a), "...Contracting Officers should initially distribute solicitations only to sources technically qualified to perform research or development in the specific field of science or technology involved"; however, a copy of the RFP is attached for public viewing. This notice of intent is not a request for competitive proposals or a solicitation of offers.
