Description

Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics DCEG plans to procure on a sole source basis with The Children's Hospital of Boston; 300 Longwood Dr. Boston, MA 02115 to assay case and control serum samples from the MHC-Liver Cancer Study to determine steroid hormone levels. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 621511 and the business size standard is $13.5 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. The NCI Division of Cancer Epidemiology and Genetics is conducting a case-control study of primary liver cancer, among members of the Kaiser Permanente Multiphasic Health Check-up (MHC) cohort. The MHC cohort was initiated by Kaiser Permanente in 1964 in order to establish a system of regular and comprehensive, broad-spectrum physical examinations among the membership of the health maintenance organization (HMO). The data collected at the time of entry into the MHC, as well as subsequent medical information, are available for all cohort members and are being incorporated into the study of primary liver cancer. For the MHC-Liver Cancer Study, the stored serum samples will be used to determine hepatitis B and hepatitis C virus markers, inflammatory markers and steroid hormone levels. The purpose of this procurement is to assay case and control serum samples from the MHC-Liver Cancer Study to determine steroid hormone levels. The objective is to compare the hormone levels in the MHC-Liver Cancer cohort to current levels in the population. The Children's Hospital of Boston has twice previously examined hormone levels in the National Health and Nutrition Examine Survey (NHANES) and those levels will be compared with the levels of the MHC cohort. Using a different laboratory for the MHC-Liver Cancer Study analysis would make it impossible to compare the levels in the MHC study with the NHANES levels, thereby making it impossible to achieve the aims of the research. NCI has determined that the Children's Hospital of Boston is uniquely qualified to conduct these assays. For the aforementioned reason, the Children's Hospital of Boston is the only known source for these assays This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 22, 2010. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
