Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis with Eduardo Nagore, MD of Calle Profesor Beltran Baguena, 8, 46009 Valencia, Spain to collect detailed epidemiological and clinical data as well as biospecimens from melanoma-prone families and unrelated healthy controls from a Mediterranean population. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business size standard is $7 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. Hereditary melanoma typically arises in an autosomal-dominant pattern within multiplex families. Advances in genomic technologies and molecular biology have accelerated the identification of multiple genetic loci that confer risk for cutaneous melanoma. NCI has conducted exomic sequencing of several Mediterranean melanoma-prone families and identified several genetic variants potentially associated with increased risk of melanoma. In order to validate these findings and to possibly filter-out the variants that are associated with melanoma by chance, replication studies in similar families are needed. Moreover, a large number of healthy controls that can be analyzed as a reference population from the same area are required. NCI needs to validate and possibly expand results from exomic sequencing in a similar population with appropriate controls. The purpose of the procurement is to identify melanoma-prone families and healthy controls from the same Mediterranean population to validate and possibly expand current findings. Dr. Eduardo Nagore has built a melanoma database that collects epidemiological, clinical, pathological and biological data for each melanoma patient and their relatives. He has constituted a melanoma group that includes physicians from the nine largest hospitals in the area of the Comunidad Valenciana, which are served by a central Biobank that collects biospecimens and data from population-based controls for genetic epidemiology studies. With the collaboration of the central Biobank, Dr. Nagore shall provide data and biospecimens for the controls needed by NCI to continue the study of familial melanoma in Mediterranean populations. Dr. Nagore personally examines the melanoma cases and has been trained in the recognition of dysplastic nevi and melanoma and can ensure continuity and comparability with the research that NCI began years ago in Italy. He has also acquired expertise in the practical aspects involved in the management of data, photographs, clinical forms, informed consents, and biospecimens, according to NCI standards and needs, through previous collaboration with NCI for a study of sporadic melanoma. Because of Dr. Nagore's unique expertise and the unique availability of data and biospecimens with the characteristics required by NCI for replication studies, the work of Dr. Nagore is irreplaceable. Dr. Nagore is the only known source qualified for this procurement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 22, 2010. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
