- Solicitation Number:A11PS01132Notice Type: Special Notice Synopsis: This is a notification that the Office of Acquisition and Property Management, Reston, VA, intends to award a sole source, firm-fixed price contract(s) under statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" to Oregon State University, 200 LaSells Stewart Court, Corvallis, OR 97331-3101 for Inventory and Decision Support on September 12-23, 2011; Landscape Ecology class on January 2-13, 2012 to the University of Massachusetts, 379 Leverett Road, Shutesbury, MA 01172; and to the University of Tennessee, 2431 Joe Johnson Drive, Knoxville, TN 37996. This purchase is for deliverance of three of four modules of the National Advanced Silviculture Program developed by the U.S. Forest Service and taught at selected Universities. The Branch of Forest Resources Planning funds the training of up to four BIA Foresters via the National Advanced Silviculture Program. This is a series of two-week sessions over the course of a year. Each session is hosted by a different university. The universities will teach advanced silviculture techniques which are highly valuable and applicable to uneven-aged forest management on BIA Trust land. There is no known alternative program available. This notice of intent is not a request for competitive proposals, however, all responses received within 10 calendar days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 calendar days of this notice to determine whether a qualified source is more advantageous to the Government, the award will be issued to each of the universities listed above.
