Description
PRESOLICITATION NOTICE: The VA National Acquisition Center will issue Request for Proposal (RFP) VA-797-11-RP-0196 for the Department of Veterans Affairs (VA) for Isolation Gowns. VA purchases approximately 57,477 of these Isolation Gowns on an annual basis. Only one award will be made as a result of this solicitation. The Isolation Gowns are being procured as an SDVOSB set-aside. Therefore, all offerors products must be manufactured by a small domestic (or "outlying area") manufacturer. Outlying areas include Commonwealths: (i) Puerto Rico (ii) The Northern Mariana Islands. Territories: (i) American Samoa (ii) Guam (iii) U.S. Virgin Islands; and Minor outlying islands (i) Baker Island (ii) Howland Island (iii) Jarvis Island (iv) Johnston Atoll (v) Kingman Reef (vi) Midway Islands (vii) Navassa Island (viii) Palmyra Atoll (ix) Wake Atoll. Specifications for Isolation Gowns are as follows: Gown, Isolation, Reusable-Large 1Fabric Content: One Ply 100% Polyester Fiber with Carbon Filament to reduce static discharge. Gown must have a water repellency with a rating of no less than 90 rating according to AATCC 22-1980 and a water resistance according to the AATCC 127-1980 rating of no less than 80 2Fabric Color-Yellow 3Labeled (Size, Fabric Content, Care Instructions, Country of Manufacture) 4Label Fabric either nylon or polyester or painted in labeling 5Fabric can be commercially laundered 6Fabric must allow sterilization either by autoclaving or gas 7Binded Neck 8Overlap not less than 12in. at waist closing 9Open Sweep (measured across bottom edge of gown) range 54" to 56" 10Center back Length - Range 38" to 40" Measured by folding gown in half (length wise) and measuring the collar to the bottom finished edge of gown 11Sleeve Length (measured from arm pit seam to finished cuff hem where cuff attached to gown)Range 17" to 18" 12Cuff Length (measured from hem of polyester gown to end of cuff) range 3" to 4" 13Cuff Circumference range 4" to 6" measured unscratched with cuff flat across the center then taken times 2 14Cuff Fabric: 100% Kitted Cotton or 50/50 Knitted Cotton/Poly 15Neck Circumference-range 22" to 24" measurement of collar that goes around the neck 16Neck tie Lengths - range 12" to 14" Measured from where it is attached to the end of the tie 17Waist Tie Lengths range 12" to 14" Measured from where it is attached to the end of the tie 18Ties made of non-curling twill tape 19Ties are heat sealed, non-raveling 20Fabric free of runs, pulls, and holes 21Thread color matches or blends 22Stitches are free from tangles, knots and skipped or broken stitches 23Seams are safety stitched/serged 24There are no openings in seams 25Seams eased and smooth; free from bulk or puckering 26All ties are bartacked where they attach to gown across the entire tie to assure strength of tie 27Stress points (where seams intersect or ties connect) are bartacked 28No Loose threads 29Finished hem edges 30Wash Grid with minimum 75 washings Intended Use: To be used as a PPE for Isolation Cases or possible contaminated procedures. You may make pricing changes if necessary. Solicitation #VA-797-11-RP-0196 will be electronically issued in commercial item format, in accordance with FAR Part 12, on or about August 23, 2011.
