Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis with Imperial College of Science Technology and Medicine, Exhibition Rd, London SW7 2BT GBR to test the reproducibility of two different metabolomics profiling platforms. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541380 and the business size standard is $12M. Period of performance is for twelve months from time of award. NCI is conducting a methods study of metabolomics to evaluate the reproducibility of GC-MS and nuclear magnetic resonance (NMR) assays in measuring serum metabolites as well as the impact of specimen type (serum, EDTA plasma and heparin plasma) on the assay results. Correlation (rank) between these two platforms will also be assessed in order to determine which platforms are most suitable for the large-scale study in BPC3 and other NCI studies. Because the future studies will likely include characterizing metabolomics profiles in thousands of samples, it is critical to assess the reproducibility of these assays and detectability of these small molecules in a pilot study. The Methods Study of Metabolomics in PLCO is to test the reproducibility of two different metabolomics profiling platforms, which can aid in determining which platform is most suitable for large-scale epidemiologic studies. Reproducibility of the NMR assays has not been evalauted. The Imperial College is the only known facility in the world that can perform the NMR assay. Thus, the Imperial College is the only source justifiable for this pilot study. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 23, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
