Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for F1W3SA1172A0001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. The associated NAICS code is 423410 with a size standard of 500 employees. The line item descriptions are as follows: Line Items 0001 - Digital Eyewitness G-3 Digital Video Value Package to include: 40GB hard drive, DVR controller, rear view mirror monitor, rear seat camera, crash activation, GPS option and wireless upload option (Qty - 22 each) Line Items 0002 - Installation in vehicles (Qty -22 each) Line Items 0003 - 5 year extended warranty to include 5 year warranty on parts replacement and lifetime warranty on labor (Qty - 22 each) End Item Description. PROVISIONS/CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Item, applies to this acquisition. The provision at FAR 52.212-3 Alternate I, Offeror Representations and Certifications, Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this solicitation. All contractors must be registered in the Central Contractor Registration http://www.ccr.gov database prior to any contract award. Wide Area Workflow https://wawf.eb.mil/ will be the method of submitting invoice after receipt of supplies or services. Please submit the following information with each quote: Cage Code, DUNS number, Tax Identification Number, Prompt Payment Terms, Delivery Time, GSA/VA/Government Contract No. (If applicable), Date offer expires, warranty, Line item unit price, and Total cost.. EVALUATION OF QUOTATIONS/OFFERS: The provision at FAR 52.212-2, Evaluation- Commercial Items, applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
