- Sole Source Justification Statement of Work The Department of Health and Human Services (DHHS) Program Support Center intends to negotiate with Satcher Health Leadership Institute (SHLI) of the Morehouse School of Medicine (MSM), on a sole source basis, in support of 'Smart and Secure Parent Leadership Training' for African American parents of children ages 0-5 residing in disadvantaged neighborhoods in Atlanta, Georgia. Substance Abuse and Mental Health Services Administration's (SAMHSA) support for this program will reinforce protective factors against some of the negative adverse of childhood experiences. SAMHSA also intends to use this information as a vehicle to understanding the strengths and challenges of parenting from the perspective of vulnerable African American families and the association between poverty and disparities in health, including mental health, education and child outcomes. The basis for restricting competition is the authority of 41 U.S.C 253(c) (1) as implemented by FAR Part 6.302-1 because only one source is available to provide the service in a manner that will satisfy agency requirements. The anticipated contract period will be for approximately 12 months starting 30 September 2011 to 29 September 2012. At this time Satcher Health Leadership Institute (SHLI) of the Morehouse School of Medicine (MSM), is considered the only responsible source for this requirement. The purpose of this synopsis is to determine whether there may be other sources with the necessary expertise and qualifications to perform the work described in the Statement of Work. Any source capable of performing the work should submit a statement of capabilities with documentation supporting its ability to meet the Government requirement as articulated in the Statement of Work. No solicitation document is available. Capability statements should be submitted by 3:00 pm eastern standard time 12 August, 2011 to the point of contract listed in this announcement.
