Description
Western Area Power Administration has a requirement for a contractor to provide all labor, materials, equipment, transportation and all other resources as necessary to complete this project. The principal components of the work involve: 1. Constructing a new foundation and removing and reinstalling existing Structure 9/4 on the Devils Lake-Carrington 115-kV transmission line. Existing Structure 9/4 and the new foundation are in Devil's Lake, and are only accessible by water. 2. Providing steel collars for existing Structures 2/4 and 2/5 on the Devils Lake-Carrington and Rugby-Devils Lake double circuit 115-kV transmission line. Existing Structures 2/4 and 2/5 are in Devil's Lake, and are only accessible by water. 3. On the Rugby-Devils Lake 115-kV transmission line, removing approximately.5 miles of existing transmission line, including 14 wood 115-kV H-Frame structures, 397.5 KCMIL, ACSR conductor, 3/8 high strength overhead ground wire and optical overhead ground wire (OPGW) and constructing.5 miles of 115-kV transmission line on nine single pole base-plated steel structures with 477 KCMIL, ACSR conductor, one 3/8 high strength overhead ground wire, and one 0.465 OPGW. The section of the Rugby-Devils Lake 115-kV transmission line to be constructed may be in water, depending on the depth of Devils Lake at the time of construction. The work is located in Ramsey and Benson Counties, North Dakota. This solicitation will be procured on a Full and Open Competitive basis. The estimated construction magnitude of this project is between $1,000,000 and $5,000,000. The NAICS code for this requirement is 237130. All work is to be completed within 365 calendar days from issuance of the Notice to Proceed. All responsible business concerns may submit a bid which shall be considered by this Agency. This solicitation will be issued on or about August 20, 2011 and the projected bid opening date is September 20, 2011. A pre-bid site visit will not be held. Any non-U.S. (Foreign Nationals) visiting or working at any Western Area Power Administration facility must receive prior written approval from the appropriate Western Security Manager. The solicitation, specifications and drawings, and any subsequent amendments will only be available in electronic format, downloadable at https://www.fbo.gov. It is the responsibility of the bidders to monitor the website for notices and amendments.
