- Description
- This acquisition is a small business set-aside competition. The Government will accept proposals from all offerors that qualify under NACIS code 236220. The U.S. Army Corps of Engineers, Kansas City District, intends to issue a Two-Phase Design-Build Request for Proposals (RFP). The solicitation will be evaluated under the Two Phase Design Build Process. In Phase 1, interested firms or joint venture entities (referred to as Offerors) may submit certain specified performance capability proposals, demonstrating their capability to successfully execute a contract resulting from this solicitation. The Government will evaluate the qualifications in accordance with the criteria described in the solicitation and will select no more than five (5) to compete for the contract in Phase 2. The Phase 1 Solicitation will be available on or about the 08 February 2011, and Phase 1 Proposals will be due on or about 10 March 2011. In Phase 2, the selected Offerors will submit both technical and price proposals. Offerors will be given approximately 30 calendar days to submit their Phase 2 proposals. The solicitation, including any amendments, shall establish the official opening and closing dates and times. The successful offeror will be required to furnish all labor, materials, permits, equipment and services necessary to perform a firm fixed price Design-Build construction type contract. The General Scope of Work Activity 1- Known Distant Range (KDR) Construct a standard design 32-lane Known Distant Range (KDR). Primary facilities include the KDR range (approximately 300 Meter x 1,000 Meter) range operations control area (ROCA). The ROCA includes a Control Tower, operations/storage building, classroom building, ammunition breakdown building, latrine, bleacher enclosure, covered mess, and building information systems. Total square footage for building is approximately 4,000 sq ft. Activity 2- Automated Qualification Training Range (QTR) Construct a standard design Automated Qualification Training Range (QTR). Primary facilities include the QTR (500 Meter x 1500 Meter), range operation center (ROC). This project will provide training to test soldiers on a wide range of weapons to identify, engage, and defeat stationary and moving targets in a tactical array The ROC includes a control tower, classroom building, two ammunition breakdown buildings, latrine, bleacher enclosure, covered mess, antiterrorism measures, and building information systems. Total square footage for building is approximately 4,000 sq ft. This project is located at Fort Riley, Kansas.
