This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is F5D3121181A002 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. This will be a 100% small business set aside (NAICS:336214 size standard 500 employees). Note: Funds are currently not available, and may not become available. Offers must be valid up to 9/30/2011. Responses should be quoted in accordance with the following: CLIN 0001, Quantity = 1 Lump Sum. This procurement is for supplies with the services incidental to the supply end item delivered. Cost is estimated to be 90% supply and 10% service/labor/installation. Period of performance is 120 days from award. Preliminary design sketches and pictures of the emergency command post trailer are posted with this solicitation along with the Statement of Work. The deadline for the submission of technical questions is 15 August 2011. Questions are to be submitted to POC's listed below via e-mail with reference to this solicitation in the subject line. Description: Contractor to Engineer, Furnish, Install, and Test (EFI&T) FEMA Type III Communications equipment and emergency response warning lights into an existing Mobile Communications Center Trailer. Equipment required will include Satellite Internet Dish system, Voice over IP Phone system, (PBX), Telular Internet System; Mast mounted video camera system, Radios, and pickup and delivery of the trailer. Installation will include associated interface components, conduits, equipment rack, cabling and console housings for four work stations. Warranty: Provide with quote standard commercial warranty information. Pick-up and delivery will be to: Bldg 645, Grissom ARB, IN. The following FAR clauses are incorporated by reference: 52-212-1, Instructions to Offers-Commercial Item and any addenda to the provisions apply to this acquisition. 52.212-2, Evaluation-Commercial Items; (a) The Government plans to award a contract resulting from this solicitation to the responsible quoting contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes. (i) EXPERIENCE (ii) PRICE EXPERIENCE, is as important as Factor (ii), PRICE. (b) A quoting contractor's EXPERIENCE information will be used to make a determination of whether the contractor supplying a quote has a record of supplying a FEMA Type III Communications Package Emergency Command Post to governments at the Federal, State, or Local level. Contractors should, therefore, provide EXPERIENCE history to demonstrate performance for three prior similar contracts performed within the past three years with submitted quotes.
