Description
This requirement is for a 6-year, Firm-Fixed Price, Requirements-type contract for the procurement of MC-7 Compressors, NSN: 4310-01-592-7565. The MC-7 is a two-wheeled mounted, diesel-driven, air compressor that supplies compressed air at 125 CFM and 100 psi, continuously. The compressor is used to operate pneumatic tools. Some of the tools that it operates include grease guns, paint guns, and other commercial or industrial applications requiring a clean source of compressed air. The compressor is designed for mobile use in shops, hangers, garages, and paint shops. The compressor unit is intended to supply air, but it is not intended for use as a source of breathing air. The requirement will consist of one basic period of 24 months and 4 annual options. The best estimated quantities (BEQs) are as follows: MC-7 Compressor - Preproduction/Production Qty: BEQ 1 EA Pre-production and 14 EA Production units; Option I Qty: BEQ 1-100 EA; Option II Qty: BEQ 1-100 EA; Option III Qty: BEQ 1-100 EA; Option IV Qty: BEQ 1-100 EA. No FMS requirements have been identified for this procurement. There is no minimum or maximum order amounts established. This requirement also includes various data items such as Technical Manuals, Provisioning, Test Procedure, Test Inspection Report, Engineering Change Proposals, Notice of Revision, Request for Deviation, etc. This unit will be subject to User Testing. FAR Part 15 procedures will be utilized with Pre Production unit testing required. Multiple shipping locations are involved. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP. The Government will utilize the Tradeoff Source Selection Process in accordance with FAR 15.3 and the DoD Source Selection Procedures as supplemented to make an integrated assessment for a best value decision. The technical factor will be assessed on an acceptable/unacceptable basis, as will the small business participation factor. Among those proposals determined to be technically acceptable and have an acceptable Small Business Concern Participation, trade-offs will be made between past and present performance and cost/price. Past and present performance is considered to be slightly more important than cost/price through cost/price remains an important consideration in the best value award decision. Full and open competition (small and large businesses) is anticipated. It is anticipated that the RFP will be released on or around 02 Sep 2011 and anticipated award on or before 25 Jan 2012. Electronic procedures will be used for this solicitation. The RFP will be posted to the Federal Business Opportunities webpage. No hard copies will be provided. All responsible sources may submit a proposal which shall be considered by the agency. Foreign contractors will be permitted to participate at the prime contractor level. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check the FBO site prior to submission of their proposal.
