- Mission and Installation Contracting Command-Fort McCoy (RC-North) Office intends to award a contract for Heavy Equipment Simulators on a sole source basis under the authority of FAR 13.501(a)(1)(ii)-Sole Source to Caterpillar, Inc., 14009 Old Galena Rd TC-A, Mossville, IL 61552-0470. This action is being procured in accordance with FAR Part 12-Commercial Items, utilizing procedures from FAR Part 13-Simplified Acquisition Procedures (SAP). The Government requires that Soldiers have the resources to train and maintain their operator skills on the equipment assigned to the unit and mandated by the Army. The primary heavy equipment used by the Army is manufactured by Caterpillar. In order to prevent confusion and Soldiers ability to train and operate effectively, it is imperative that the simulators obtained are exact replica of the heavy equipment being used by the Army. Due to the proprietary nature of the Caterpillar equipment, no other brand would demonstrate the exact capabilities and/or features required for training and real time operations. System Description: a. Motor Grater Simulator (M-Series/160M)-Qty 13 Units b. Hydraulic Excavator Simulator (320CL)-Qty 13 Units c. Small Wheel Loader Simulator (924H)-Qty 13 Units d. Track Type Dozer Simulator-Qty 13 Units e. Manager's Work Station Simulator-Qty 13 Units (Must be able to track faults and progress of each student. Systems must have a database capable of tracking each student as an individual for scoring and training completion purposes. f. Additional Headsets-Qty 52 Units g. Installation must include: all units assembled, all software installed on each unit, training manager station installed, and all computers associated networked. h. Training on all simulators and the training manager station consisting of at least one day of training with a small group per location. i. Technical Support and Maintenance Updates j. Manufacturer's extended warranty of an additional 3 years on PC's-Qty 65 units k. Manufacturer's extended warranty of an additional 3 years on TV's-Qty 65 units **Locations for Delivery/Set-up include (11 locations): Duluth, MN; Iowa City, IA; Sharonville, OH; Kankakee, IL; Spokane, WA; Phoenix, AZ; Vallejo, CA; Fort Carson, CO; Fort Lenard Wood, MO; San Antonio, TX; Grand Prairie, TX. Interested parties may submit a capabilities statement, proposal, or quotation which shall be considered by the government to the identified point of contact no later than Monday, 15 Aug 2011-5:00 pm CST. Such capabilities will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, base upon responses to this notice, is solely within the discretion of the Government.
