Description
On November 5, 2011, NASA/KSC issued sources sought synopsis NNK11TOSC11L, whichsolicited information about potential sources capable of providing launch vehicle,spacecraft, and payload integration and processing; operations and development ofassociated ground systems and processes to support processing, integration, and launch;servicing and testing of flight hardware; and launch and recovery of development andoperational flights for NASA programs/projects and other potential customers under asingle Test and Operations Support Contract (TOSC). A draft Performance Work Statement(PWS) for TOSC is attached to this notice to give prospective offerors a detaileddescription of the services to be performed under TOSC. The draft PWS is also intended toallow prospective offerors the opportunity to comment on the TOSC requirement. Allinformation contained in the draft PWS is preliminary and is subject to change insubsequent releases of the PWS. The draft PWS provides for the management and performanceof activities to accomplish ground processing for launch vehicles, spacecraft andpayloads in support of the International Space Station, 21st Century Ground Systems,Space Launch System, and Multi-Purpose Crew Vehicle Programs and limited spacecraftprocessing support services for Launch Services Program customers. The major elements ofthe draft PWS include program management and control; safety and mission assurance;information and data management; processing support systems and integration; flighthardware processing; ground systems operations, maintenance and sustaining engineering;logistics and spaceport services. Prospective offerors are encouraged to review the draftPWS and offer written comments and questions via email to the point of contact no laterthan 4:30 p.m. EDT, August 25, 2011. When responding, reference the synopsis number,NNK12403225L, in the subject line of the email. Comments and questions should referencethe applicable paragraph number and be attached to the email in Microsoft Office formator Adobe Portable Document Format. Prospective offerors are strongly encouraged to submitquestions and comments as soon as they are identified. Prospective offerors may respondas frequently as needed through August 25, 2011. Telephone questions will not beaccepted. Responses to questions will be posted to the TOSC website. The URL for the TOSCwebsite is http://tosc.ksc.nasa.gov/ This notice is not to be construed as a commitmentby the Government, nor will the Government pay for the information submitted in responseto this notice. For information and planning purposes, NASA/KSC contemplates holding anIndustry Day Conference at the Kennedy Space Center Visitor Complex in late August 2011,after the suspense date for questions or comments in response to this synopsis. NASA/KSCalso contemplates conducting one-on-one meetings with prospective offerors at theconclusion of the conference. Additional information regarding the conference andone-on-one meetings will be posted to the TOSC website. No solicitation exists;therefore, do not request a copy of the solicitation. If a solicitation is released, thesolicitation and any documents related to this procurement will be available on theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application.
