- Description
- The Volpe National Transportation Systems Center (Volpe Center), in support of the Federal Aviation Administration (FAA) and other transportation-related sponsoring organizations, intends to issue a single award indefinite delivery - indefinite quantity contract with cost plus fixed fee and firm fixed price provisions. This is a pre-solicitation synopsis for a full and open competition to be conducted in accordance with FAR Part 15. Individual Task Orders (TOs) under this contract will be issued on the basis of Firm Fixed Price, Cost Plus Fixed Fee (CPFF) term form or CPFF completion form. Whenever practable, performance-based TOs will be issued. This is a re-procurement of an existing contract with Hughes Associates, Inc. of Baltimore, MD, for similar services which will expire on 1/18/2012. The resulting contract will provide approximately 59,000 professional hours of technical support over a period of five years. Typical work activities will be field inspections, surveys, engineering designs, engineering policy evaluations, design reviews, system inspections, engineering studies, technical project management support, risk assessments, small scale fire testing, materials assessments, egress analyses, performance-based designs and computer model analyses. Based on history, the majority of work will relate to the FAA's Fire Life Safety Program (FLSP), supporting most of the FAA's regions. For FLSP tasks, the Contractor will be required to respond quickly to work located throughout the U.S.A. The Contractor will provide Professional Engineer-licensed fire protection engineers and subject matter experts in the areas of airport traffic control towers and related facilities. Fire safety transportation-related expertise useful to other Volpe Center sponsoring organizations(i.e., Maritime Administration, Federal Railroad Administration, United States Coast Guard) is desirable. The applicable North American Industry Classification System (NAICS) code is 541330. The Size Standard is $9 million. A complete performance work statement will be set forth in the Request for Proposal (RFP). Issuance will be on or about August 20, 2011. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. All contractors must be registered in Central Contractor Registration (CCR) in order to receive award from a DOT Agency. Contractors may access the site at http://www.ccr.gov to register and/or obtain information about the registration process. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted on-line through On-Line Representations and Certifications Application (ORCA). ORCA is a web based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
