- Synopsis Classification Code: H Synopsis Date: 05 August 2011 Contracting Office Address: M67854 MARINE CORPS SYSTEMS COMMAND Quantico, VA Subject: H--Eddy Current Inspection Systems, Spare Parts, Repairs, & Maintainence Solicitation Number: M6785411R1083 Response Date: 15 August 2011 Archive Date: 16 August 2011 Contact Points: Michelle Etienne 703-432-5692 Description: Marine Corps Systems Command, Quantico, VA intends to award a sole source contract to Laser Techniques Company, 6742 185th Ave. NE, Suite 300, Redmond, WA 98052, for two additional Bore Erosion Measurement Inspection System Tube (BEMIS-T ) configured for Eddy Current capability. The systems will be capable of detecting a flaw size of length.254mm (.010 in) and depth.127mm (.005in) over the 1282.8mm (50.5 in) length of the 81mm cannon with a side wall sensor. The systems will be delivered with an additional sensor containing a third axis of motion to perform non-destructive testing on the breech end of the Inconel mortar cannons. The specialized breech sensor must inspect for flaws of size length 2.55 (.100 in) and depth 1.25mm (.049in) along a curved radius of R15.25 tangent to the bore at the closed breech end of the cannons. Delivery of these systems will be required early in FY12 to coincide with cannon production. The contract will also provide for the purchase of spare and repair parts and maintenance for this new equipment and the current test equipment already authorized as Government Furnished Equipment (GFE) under a currently awarded contract. This equipment is located at both Dynamic Flowform, Corp., 12 Suburban Park Dr., Billerica, MA 01821-3998, and US Army Aberdeen Test Center, 400 Colleran Road, Bldg 358, Aberdeen Proving Ground, MD 21005-5059. The acquisition value is estimated at a total of no more than $3,000,000 over the five (5) year life of the contract and will be awarded as a firm-fixed price contract with time and material line items for repair of system parts. The justification for the proposed award is 10 USC 2304 (c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, all proposals received within seven (7) days after date of publication of this synopsis will be considered by the government. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
