- ANY INTERESTED PARTIES: PLEASE READ THIS SYNOPSIS/SOLICITATION IN ITS ENTIRETY ¦.. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement is the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is N63394-11-T-5066 and is issued as a request for quotation (RFQ). This acquisition is firm-fixed price and is 100% set-aside for small business. The Government will award to the responsible offeror whose offer conforms to the requirement as stated in this synopsis and is the most advantageous to the Government based on the lowest price and technically acceptable. NSWC, Corona Division has a requirement for the Fabrication of 26 Portable Gage container boxes. The cases are needed for the Combat Ready Storage Infantry Gage Program. This program is designed to store gages at NSWC Corona until the unit requests the gages when their Small Arms Maintenance Shelters are activated. These boxes must be completed and delivered to NSWC, Corona by 30 September 2011 The specific requirements needed are as follows: -The estimated dimension of the case is 30 inches long x 20 inches wide x 13 inches high (3 inch top (lid), 10 inches bottom (storage area). The case will contain two layers of foam. The bottom foam layer will hold an estimated 20 infantry weapon gages. The top foam layer will hold an estimated 32 infantry weapon gages. The heavier, bulkier infantry weapon gages will be stored in the bottom foam layer. - Transit case must consist of a highly durable solid-wall shell, which closes in a manner to make the case water- and vapor-tight, with a hinged closure, capable of supporting a maximum gross weight of less than 75 pounds. Unlimited duration waterproof integrity at one meter complete immersion depth shall be considered sufficient. - The case will be made entirely of corrosion proof materials, plastic is desired, which can withstand extended exposure to all climate categories ranging between -25 and 140 degrees Fahrenheit in temperature, at any relative humidity, without detriment to case durability or operability. Of particular interest is the case ™s ability to withstand extreme temperatures, ultraviolet, solvents, impact, and fungus exposure. The case, including operating mechanisms, shall be predominantly 97 degrees plus, black in color with minimal reflective surface area minus 2 percent, for tactical purposes. - The case shall provide for pressure relief, either automatic or manual, to preclude the case from becoming -vacuum locked- due to the transition between high-altitude transit and the relative barometric pressure supporting ground operations post-transit. - The case lid will be hinged in a manner which retains the lid with the case in both open and closed positions, and the lid will be limited to a fully opened angle of more than 90 degrees but less than 110 degrees; this to preclude the lid from being allowed to strike the ground. - The case will provide for the lid to be closed and locked in the closed position through the use external padlock or other external restraining measures. The case lid shall be secured to the lower portion of the case by no less than two latches, also made entirely from corrosion-proof materials as stipulated above. The case will have two integrated handle assembly, hinged so that it can lay flat against the exterior surface to minimize footprint in transit. - The case interior will be of sufficient size to accommodate 52 infantry weapon gages, arranged within two custom-cut foam inserts. The design of the custom cut foam inserts will be determined by the manufacturer to accommodate safe transportation of the infantry weapon gages from being damaged and avoid calibration certification from being voided. The foam shall be 2 pound or denser polyethylene closed-cell foam, uniformly gray, charcoal or black in color, which provides organization, protection, and moisture-resistance for 52 government-provided infantry weapon gages. Other Information: -The Government will ship the 52 infantry weapon gages to the contractor within 7 business days, for the purposes of measurement and to properly cut the foam inserts. -The contractor shall return the 52 infantry weapon gages to the Government, using the same packaging methods used when the gages were shipped by the Government. The shipping methods used will protect the gages from any damage resulting from shipment. -This first completed box will be delivered to the Government within 2 weeks after receipt of the 52 infantry weapon gages from the Government. Inspection/acceptance will be completed at the Government facility by the Government within 2 business days of receipt of the first box. Acceptance will be in the form of an e-mail message to the contractor point of contact. Upon acceptance the contractor shall fabricate the remaining 25 boxes. The remaining 25 boxes shall be delivered to the Government within 5 weeks of receiving the acceptance notification. -The 52 infantry weapon gages are precision instruments that must be handled with care. The contractor shall handle these gages as precision instruments and shall avoid conditions and handling that will be a detriment to the calibration certification. The Government requires the resulting drawing for the gage container box. Shipping shall be included in the total cost. Shipping shall be included in the total cost of these items and must be delivered by 30 September 2011 - OR SOONER! Quotes must include delivery date. Offeror must be registered in the Central Contractor Registration (CCR). The associated North American Industrial Classification System (NAICS) code for this procurement is 326199 with an associated small business size standard of 500 employees. Quotes are due no later than 3:00PM PST, August 10, 2011. Quotes must be valid for sixty (60) days after due date. Any amendment(s) issued to this RFQ will be published on this website. Therefore it is the offeror ™s responsibility to visit this website frequently for updated on this procurement.
