- NASA/JSC plans to issue a Request for Proposal (RFP) to compete the contractrequirements for the Aircraft Maintenance and Operational Support (AMOS) contract. AMOSincludes support for aircraft at NASA's Lyndon B. Johnson Space Center (JSC) located atEllington Field in Houston and El Paso, Texas, and Edwards Air Force Base in Edwards,California. Additional support will be provided to NASA aircraft located at LangleyResearch Center (LaRC), Hampton, Virginia and other remote sites, domestic and foreign,where services are required. The proposed services will include flight operations, maintenance, repairs andalterations and will provide engineering services for a variety of airframes, engines,upgrades and support equipment at the various performance locations. AMOS requirements include, but are not limited to, services such as: * Maintenance/production control (manage and control maintenance activities) * Logs and records (configuration management) * Quality control and inspection * Logistics (procurement, supply)* Safety * Aircraft Engineering (Design and Analysis) * Ground and flight test support* Payload integration* Support shops (electric, hydraulic, sheet metal, ground support equipment) * Resource management (training, facilities, safety) * Aircraft servicing, launch/recovery, aircraft maintenance * Flight crews including test directors, pilots, flight engineers, load masters, etc. * Contract management * Project management* Unique and specialized support for: - Engines - Airframes - Egress systems - Avionics - Aviation life support systems (parachutes, high altitude pressure suits, etc.) - Unique engineering support - Upgrades, integration and certification Aircraft to be supported by AMOS include: * Twenty Northrop T-38 supersonic jet trainers * Three General Dynamic WB-57 aircraft* One Aero Spacelines SGT-337 Super Guppy* One GIII aircraft, * One Cessna 206* One Lancair Columbia 300* One Cirrus Design SR-22* One North American Rockwell OV-10A* One Bell UH-1H helicopter* Two Boeing 747 aircraft* One Douglas C-9B* One Beechcraft C-12* One Beechcraft 200 aircraftNote: Number and type of aircraft may change during the Period of Performance of AMOS.The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. This procurement is a full and open competition. The NAICS Code and Size Standard are 488190 and $7 Million, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the DRAFT RFP is on or about September 2011. After itsrelease NASA/JSC will hold a pre-proposal conference on or about September 2011. Thiswill allow industry to ask questions specific to the DRAFT RFP. Industry will then berequested to submit questions in writing so that the Government may officially respond. The anticipated release date of the FINAL RFP is on or about October 2011, with ananticipated proposal due date on or about November 2011. The contract will be a hybrid contract with Cost Plus Award Fee (CPAF) and Fixed PriceAward Fee (FPAF) elements.Updated information concerning the acquisition and schedule can be viewed at thefollowing website as it becomes available: http://procurement.jsc.nasa.gov/amos/The requirements for AMOS will derive from the current Aircraft Maintenance andModification Program Contract, NNJ09JE44C. AMOS is anticipated to have a 16-month period of performance with one 24 Month Option andone 20 Month Option. It is anticipated that AMOS will also include the following additional Options:I. Option for the Incremental Increase of Effort Required During Contract PerformanceII. Options Associated with the Increase of Effort Required for the Johnson Space Center,which include an Option for Spaceflight Parachute Assembly and Security Services and anOption for Technical Data ProductionIII. Options Associated With the Increase of Effort Required for the Langley ResearchCenter, which include Pilots, Aviators Life Support Systems and Equipment, EgressSystems, Engineer I, Engineer I, Engineer III, and Quality ControlA phase-in period for the anticipated contract of approximately 40 days is planned. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any).
