- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS NOTICE IS POSTED FOR INFORMATIONAL PURPOSES ONLY: THIS OPPORTUNITY IS AVAILABLE ONLY TO THE FOLLOWING CONTRACTORS AWARDED A CONTRACT UNDER SOLICITATION NUMBER W912EP-10-R-0023: Great Lakes Dredge and Dock, LLC (W912EP-11-D-0004); Weeks Marine, Inc. (W912EP-11-D-0005); Manson Construction Company (W912EP-11-D-0006); and Dutra Dredging Company (W912EP-11-D-0007). PROPOSALS WILL NOT BE CONSIDERED FROM ANY ENTITY OTHER THAN THE PREVIOUSLY LISTED FIRMS INCLUDED IN THE COAST GUARD CERTIFIED HOPPER DREDGING MATOC POOL. DESCRIPTION OF WORK: The work consists of placing approximately 631,000 cubic yards of material on 6,560 feet of beach just south of Ft. Pierce Inlet. The project will include placement of fill from R-34 to R-41. The berm width varies along the project at Elevation +7.4 NAVD 88 and the construction slope of the fill is 1 vertical on 10 horizontal. The material for the project beach will come from an offshore borrow area 3.5 miles southeast of the project site which has been used on previous projects (Capron Shoal). The project must be completed and the Contractor shall be off the beach by 15 May 2012 for R-37 to R-41 and 30 May 2012 for R-34 - R-37. The Contractor shall set up just inside Ft. Pierce Inlet to pump material south. In addition to the beach access via traversing the jetty there is also offshore beach access from Seaway Drive. Work also includes Turbidity Monitoring, Beach Tilling, Vibration Control Monitoring, and Endangered Species Observers. Only Coast Guard certified hopper dredges will be allowed to work on the task order. Magnitude of construction is between $5,000,000.00 and $10,000,000.00. COAST GUARD CERTIFICATION OF VESSELS IS REQUIRED. The request for proposal will be issued on 5 August 2011 and proposals will be due on 7 September 2011. The award of the task order will be made on the basis of Lowest Price Technical Acceptable (LPTA); the technical evaluation factors are availability of technically acceptable plant and equipment and past performance. The request for proposal will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/.
