- 'DRAFT' Statement Of Objective (SOO) for PRODUCTION Phase 'DRAFT' Statement Of Objective (SOO) for ENGINEERING, MANUFACURING, AND DEVELOPMENT (EMD) Phase 'DRAFT' Statement Of Objective (SOO) for TECHNOLOGY DEVELOPMENT (TD) Phase Synopsis: B61 Modification 12 (B61-12) Tailkit Assembly (TKA) KEY DATES: 24 AUG 2010: Presoliciation Notice posted for FA8681-11-C-0041, FA8681-11-C-0047, AND FA8681-11-C-0048. 10 SEP 2010: Presolicitation Notice amendment #1 posted for FA8681-11-C-0041, FA8681-11-C-0047, AND FA8681-11-C-0048. 06 DEC 2010: J&A for FA8681-11-C-0041, FA8681-11-C-0047, AND FA8681-11-C-0048. I. Description: The USAF Air Armament Center - B61-12 TKA Team, in an effort to continue to promote and foster open communication with Industry, requests potential vendors provide comments, questions and/or recommendations regarding the enclosed three (3) "DRAFT" Statement of Objectives (SOOs) for the acquisition of the B61-12 TKA. The purpose of these SOOs is to state the overall performance objectives and establish the framework for the B61-12 TKA. Please note that the B61-12 TKA Team is NOT looking for vendors to submit technical or price proposals. These draft SOOs are being issued for the sole purpose of allowing Industry to provide feedback and input pertaining to the following areas: (1) SOO Contents : Any proposed changes, questions, additions, considerations or clarifications as issued in draft form. Comments are encouraged for all portions of the documents. (2) Risk Items: Perceived risks associated with the objectives identified. II. Background: A complementary program to the B61 Life Extension Program, the Department of Defense TKA acquisition enables consolidation of four previous modifications into a single warhead type: Reducing logistical overhead requirements and the number of warhead types in the active/inactive/reserve stockpiles; Maintaining Military Effectiveness of the four previous modifications; with the design and integration being interdependent with LEP design and closely synchronized with the LEP schedule. Supports integration of B61 on tactical and strategic platforms; to include the F-35 and legacy aircraft (B-2, F-15E, F-16C/D, F-16MLU, and PA-200). III. Government Information: Vendors are reminded that any information published, to date, and/or questions/comments received by industry are for market research purposes only. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided by industry to the Government is strictly voluntary and responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. Information obtained from industries responses to this notice may be used in creating the "Draft" Solicitation and Potential Acquisition Strategy. Vendors are reminded that the Acquisition Strategy has not been approved; and therefore, could change before initial "Draft" Solicitation issuance. In addition, it is anticipated that Foreign Participation in this acquisition will be prohibited. A Foreign Disclosure Office (FDO) review is ongoing and will be completed prior to issuance of the solicitation. Should any changes to Foreign Participation as a result of FDOs review, a special notice will be made relaying this information. IV. Submission Information: Interested parties are requested to provide all responses to the draft SOOs no later than 3:00 pm CST on August 12, 2011. The Government is not obligated to provide responses to all comments, but will consider them and incorporate changes as deemed necessary. Comments that result in specific information necessary to submit proposals will be provided to all offerors via this special notice, unless adequately marked with a restrictive legend and/or the information provided is marked as proprietary in nature.
