Description

The Naval Air Warfare Center Training Systems Division (NAWCTD) Orlando intends to negotiate, on a sole source basis, a contract to provide radar and tactical displays of near shore maritime environments and control of amphibious landing craft in support of Expeditionary Warfare Training Group Pacific ™s (EWTGPAC) Amphibious Boat Control Team Trainer (ABCTT) requirements under authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1) for this procurement action. The NAICS code for this procurement is 334290 and the size standard is 750 employees. The anticipated value for this action is $65,000 and will be awarded on a firm fixed price, sole source contract. Delivery is anticapted to be 90 days after contract award. This requirement is to provide the radar and tactical displays of near shore maritime environments and control of amphibious landing craft in support of EWTGPAC ™s Amphibious Boat Control Team Trainer. This requirement is intended to match the current configuration at Expeditionary Warfare Training Group Atlantic (EWTGLANT) to ensure common operation and scenario development between EWTGLANT and EWTGPAC. This requirement is intended to be a sole source award to Buffalo Computer Graphics as the only source that can provide the products and services that meet the Government requirements to provide duplicative capability to EWTGPAC to ensure common operation and scenario development between EWTGPAC and EWTGLANT, where Buffalo Computer Graphics has installed this item during a previous contractual effort. This synopsis is not a request for competitive proposals. It is a notice that outlines the Government ™s intent to contract on a sole source basis with Buffalo Computer Graphics. However, sources may identify their interest and capability to respond to the requirements. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities and any other information that demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted by email to Mr. David Kors (david.kors@navy.mil) in an electronic format that is compatible with Microsoft Word 2007, no later than 10:00am EST on 22 August 2011. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than THREE (3) pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the contract for the Amphibious Boat Control Team Trainer (ABCTT) will be awarded without further notice prior to award.
