Description
The Department of Veterans Affairs Office of Information and Technology (OI&T) / Business Intelligence Service Line (BISL) intends to award a twelve (12) month firm fixed price contract with one (1) twelve (12) month option period for Extract-Transform-Load (ETL) programming services in support of the Corporate, Regional and VISN Data Warehouse initiatives. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The scope of this effort is defined in the attached draft Procurement Work Statement (PWS) dated 8/5/2011. The Government has began the establishment and implementation of standardize Extract-Load-Transform (ETL) processes in VA regions 1 and 4 to allow for an efficient near real time acquisition of data from all 129 VistA systems from across the enterprise. The strategic goal is to have all four (4) VA region's and (21) VA VISN's ETL processes work the same way. The BISL team has been charged by the Veterans Health Administration (VHA) Undersecretary for Health to include twenty (20) new data domains in the Corporate Data Warehouse by November 30, 2011. The completion of the remaining two regions is required in order to meet VA Strategic goals. The Government is interested to determine if there is any potential company(s) that has the required specialized skills in the areas of implementing very large scale (10x TB databases; 100x billion records) healthcare Dimensional Database Methodologies and orchestration of very large and complex database architecture, in order to fulfill this requirement. Submittal Information Interested parties may submit a capability statement, no more than ten (10) pages, for your company, your teammates and/or subcontractors and also denote the business size for North American Industry Classification Systems NAICS Code 541511. Please include company name, company address, and DUNS Number (if applicable). Also, please indicate if you, your teammates and/or subcontractors are a Service Disabled Veteran Owned Small Business (SDVOSB) or a Veteran Owned Small Business (VOSB). The solicitation number assigned to this effort is VA118-11-RP-0036 and will be issued on or about September 02, 2011. In your RFI response, please briefly discuss your company's expertise in the areas relating to: 1.ETL programming and processes for databases containing 100x billion rows 2.Ability to replicate established ETL (data distribution) procedures and processes from regions 1 and 4 to regions 2 and 3. Current local ETL procedures and processes are not consistent across each of the region. 3.Microsoft Business Intelligence/SQL Server 2008 R2 platform which are used throughout the established data distribution processes; 4.Very large and complex Data Distribution Process (DDP) of data synchronization of 10x million records nightly which requires implementing very complex ETL programming and processes that has to be right each and every time since this is a mission critical, patient care system.
