Description

Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Nutritional Epidemiology Branch (NEB) plans to procure on a sole source basis services from Fred Hutchinson Cancer Research Center, 1100 Fairview Avenue, Seattle, WA 98109-1024 for DNA samples and study data from CARET to replicate the association between single-nucleotide polymorphisms (SNPs) identified through genome-wide association studies (GWAS) in the Alpha-Tocopherol, Beta-Carotene Cancer Prevention (ATBC) study stratified by trial supplement assignment. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 621511 the business size standard is $13.5 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for two (2) months from date of award. The Nutritional Epidemiology Branch (NEB), Division of Cancer Epidemiology and Genetics, NCI conducts intramural research in areas related to nutrition and cancer which are aimed at lowering human cancer risk. Focus areas of NEB research include the role of micronutrients in cancer etiology. Results from both the Alpha -Tocopherol, Beta-Carotene Cancer Prevention (ATBC) Study and Beta-Carotene and Retinol Efficacy Trial (CARET) showed increased lung cancer incidence in participants supplemented with beta-carotene. In the ATBC and other collaborating genome-wide association studies (GWAS), the NCI has identified genetic markers associated with circulating micronutrient levels, including 25(OH)-vitamin D, vitamins A and E, and beta-carotene. Some of the same variants appear related to 10-20% differences in lung cancer risk. The findings are statistically significant, but require replication in, and meta-analysis with, another large beta-carotene trial such as CARET that has blood vitamin levels already measured. The contractor shall identify the 3,138 DNA samples of interest and pull them from their biospecimen repository. The quantity of 150 ng of high-quality genomic DNA (preferably, 5 ng/ul or higher concentration) for TaqMan assays is needed for each selected for the study participant. In addition, the vendor shall create a dataset including covariate information for the 3,138 individuals whose DNA has been shipped to the NCI. The vendor shall supply the dataset as an Excel spreadsheet to NCI as an email attachment. The NCI requires DNA for genotyping and post-intervention serum micronutrient data from a large number of individuals who were administered beta-carotene supplements in a randomized, placebo-controlled trial. The CARET trial conducted at Fred Hutchinson Cancer Research Center is the only known source available that encompasses availability of DNA AND previously measured micronutrient levels AND the controlled beta-carotene trial supplementation. Thus, the CARET trial and coordinating center/biorepository - Fred Hutchinson Cancer Research Center is the only known source of these data and biologic samples for genotyping. The Fred Hutchinson Cancer Research Center (FHCRC) is uniquely qualified to perform the requested services because this facility has exclusive permission and access to the CARET trial data files and study specimens. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on August 18, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
