Description
The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, Philadelphia Office, intends to acquire services to conduct a six (6) month point of service pilot programs. This program will be conducted at selected sites, based on their historically low response rates, using 3 sampling methodologies presently utilized for the survey, i.e. Mail, Web and Integrated Voice Response (IVR). Another methodology included in the pilot program will be via hand-held devices. These hand-held devices will be deployed at six (6) sites to assess response rates for Medical Homes Sites. Paper Point of Service sampling will be conducted at 29 sites with emphasis placed on facilities serving Marine Corps, Training Center personnel and locations where enrolled populations are comprised more of active-duty (AD) personnel, rather than larger populations of retirees and family members. FLCN ™s intent is to process this procurement on a sole source basis to IMS Government Solutions, Inc. Falls Church, VA. FLCN ™s intent is to incorporate this pilot program in with the patient satisification survey services that IMS is currently providing. The program is to last from 29 September 2011 through 29 March 2011. If desired results are achieved through the program, then a separate requirement will then be competed in effort to have the program instituted for FY 2013. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. However, all capability statements received by 23 August 2011 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
