- Specifications Drawings Solicitation KAUFMAN AND NAVARRO WRP MAINTENANCE REPAIR FedBizOpps Posting (Combined/Synopsis) SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-30. These includes, but are not limited (1) FAR Part 52.212-1, Instructions to Offerors-Commercial; (2) FAR Part 52.212-2, Evaluation-Commercial Items; (3) FAR Part 52.212-3, Offeror Representations and Certifications-Commercial Items; which must be submitted with the offer, in addition, FAR Part 52.212-4, Contract Term and Conditions-Commercial Items and FAR Part 52.212-5, THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. The Small Business size standard is based on the North American Industry Classification System (NAICS) code 237990, Other Heavy and Civil Engineering Construction-Dredging and Surface Cleanup Activities, which is $20.0 million average annual income. SUMMARY: Contractor shall furnish all labor, equipment, materials, and supervision to complete the Kaufman and Navarro Counties WRP Maintenance Repair (Excavation & Subgrade Prep, Repair of Water Control Structure (WCS) in Kaufman County, Debris Removal, Topsoiling and vegetation, and Shaping in accordance with the Drawings, Specifications, Terms and Conditions of the Contract. SCOPE OF WORK: The projects consist of all construction operations and furnishing all materials as required by the drawings and specifications for the complete installation of the work of improvement. Richand Bottomland and Larry Paulsen WRP: The works consist of preparing the access and campsite; stripping and stockpiling the topsoil from the existing sites; removal and disposal of all Water Control Structure (referred to as WCS); performing excavation of the WCS's and replace with earthfill accoding to specifications; along with associated debris removal along the fence line for the Richland Bottom WRP site. Barbara Wells WRP: The works consist of: preparing the access and campsite; stripping and stockpiling the topsoil from the existing site; replacing the top portion of the existing riser; excavate to remove the existing inlet barrel, rotate barrel as needed, and reinstall to specifications; and install screw anchors and cables. AWARD: The Government will award a FIRM FIXED PRICE contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The anticipated award date is on or before September 7, 2011. TIME FRAMES/DATE. The maintenance and repair of the Kaufman and Navarro County WRP must be completed no later than 49 calendar days after contract award. PRICE. The Government estimated price range for the project is between $25,000 and $100,000. PRE-BID/PRE-PROPOSAL CONFERENCE: (a) The Government is planning a pre-bid/pre-proposal conference, during which potential offerors may obtain a better understanding of the work required. (b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. (c) In order to facilitate conference preparations, it is requested that the person named on the Standard Form 1442 of this solicitation be contacted and advised of the number of persons who will attend. (d) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. (e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer. Interested and qualified firms must submit their quotes no later than 3:00 pm (CST), September 7, 2011 to the attention of David Hester, Contracting Officer at the contracting office address listed in this notice. All contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract.
