- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Antenna Test Facility (ATF) at the Electronic Proving Grounds located at Fort Huachuca, Arizona, has a requirement for new measurement test fixture (50 feet radius arc system) to measure electromagnetic radiation properties of antenna systems mounted either stand-alone or on a land/air vehicle. This facility will be built to measure the electromagnetic radiation patterns (from 30 MHz to 18 GHz) of antenna systems mounted on military vehicle platforms without regards to the weight of the vehicle and shall be designed to accommodate testing of any land vehicle currently in the military inventory. The system shall have a 50 foot radius capable of moving from 0 to 360 degrees in azimuth and a minimum of 180 degrees in elevation (if the vehicle is raised then the elevation axis shall be capable of measuring lower elevation angle with the limitation being the ground). This spherical coordinate system shall also have a moveable elevation radius height adjustment (this movement is a linear stage that moves the elevation axis in the y direction of 20 feet so that smaller vehicles can have negative elevation angle measurement when mounted elevated above the ground level. The elevation axis shall move mounted on the azimuth axis with the vehicle stationary at the center of the radius. The center of this azimuth circle shall remain dirt with temporary (removable) access over the azimuth circle. This requirement is a 100% set-aside for small business concerns. The due date/time for quotes is 22 August 2011 at 1500 hrs AZ time. Late quotes will not be considered for award.
