Description
The Bureau of Land Management (BLM), Oregon State Office, plans to negotiate a noncompetitive purchase order with Traverse PC INC., 239 Nopal Street, Florence, OR 97439 for Surveying Software which employs geodesic mathematical formula on the Public Land Survey System datum, to provide accurate spatial solutions across large scale cadastral surveys: 1) 25 User TPC Professional Edition V11.6 Update from Existing Copies (25 User Network License. 2) TPC Professional V11.6 Stand-Alone from Existing Copies. 3) TPC Connection =BF Professional =BF 3 Years. NATURE AND DESCRIPTION OF ACTION =BF BLM Cadastral Surveys must have very specialized software to conduct its business. Such software has not previously existed in the commercial market. The current BLM software, Cadastral Measurement Management (CMM), was originally written by the Bureau prior to the Windows operating environment. CMM will not operate in the Windows 7 environment and must be replaced. Commercially available land surveying software concentrates on smaller scale projects and generally focuses on engineering applications. These software programs employ mathematical formulas which calculate on a flat plane (flat earth concept) and do not take into the unique requirements of surveying over large areas on the round earth. Geodetic calculations in reference to the Public Land Survey System datum are now available through Traverse PC. The Traverse PC software company has recently transitioned its traditional land surveying software to address large scale cadastral surveying needs. The software is fully compatible with all the current operating system specifications (Vista, XP, and Win 7), and the company has a large technical support system in place. Additionally, it can be utilized in an enterprise license environment, as well as being installed locally, which will support our network and remote field operations. Vendors who possess the capability to provide similar software may submit their qualifications in writing specifically addressing ability to provide the software to the Contracting Officer in writing. This notice is not a request for competitive quotes. The Government will consider all responses received by 3:30 p.m., August 5, 2011, local time (PST). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
