- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK Installation of Automatic Retractable Bollards 1. Introduction and Overview This statement of work will be issued to a contractor to install automatic retractable bollards and control center at the DC Armory. 1.1 Background To remove existing barrier, install control center and 4 automatic retractable bollards on the loading dock at the DC Armory. 1.2 Scope of work The contractor shall install a control center and 4 automatic retractable bollards on the loading dock located on the southwest side of the building to prevent unauthorized vehicles from entering the building. All components will be factory original, and installation will be performed by certified factory personnel. The 3 main components are: Security loops (electro-magnetic detection): they are buried in the ground on either side of the bollards and represent a security perimeter around them. The excavation will be 4 ft (54in) deep and run the width of the roadway. Geotextile will be placed in the lower part of the excavation, and then filled up with about 250 mm of ballast (pebbles). The casing is then lowered into position and backfilled with concrete. The hydraulic components and the stainless bollards will been be mounted in place and connected for operation. Automatic retractable bollards are installed on vehicular drive track; they authorize or forbid access (one or several bollards per access site). The management system (access controller) with built-in automation (CITY-type controller, technical centre or armoured cabinet), to command the bollards. The contractor will report directly to MSG Wilson. The contractor will ensure the equipment works properly. All questions are due no later than 8 August 2011 @ 4:00 pm eastern standard time.
