- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. NSWC Crane Division has a requirement for additional AN/SPS-73(V) Technical Refresh Kits and INCO Kits. The AN/SPS-73(V) Surface Search Radar (SSR) is a medium range, two dimensional (2D) radar used for navigation and surface surveillance. This contract is used to mitigate obsolescence issues and provide interface capability between the SPS-73 and the Integrated Bridge Navigation System (IBNS) on United States Navy and Coast Guard ships utilizing the AN/SPS Radar System. Raytheon is the original equipment manufacturer of the AN/SPS-73 (V) Surface Search Radar (SSR) Systems. Due to the interface with RDSCOMM, software Raytheon designed and has rights to, it was in the Governments best interest not to award to any other source than Raytheon, because it would result in substantial duplication of cost to the Government and unacceptable delays in fulfilling the agency ™s requirements. Raytheon was awarded the initial production contract on August 2010 and has been the design agent, charged with maintaining the configuration product baseline. The baseline AN/SPS-73 (V) as Radar utilizes Radar Data Service Communication Software (RDSCOMM). The current requirement is to exercise the options CLIN 0012, 0013 and 0014 for the following Tech Refresh Kits: GRADE A SHOCK “ 14 GRADE B SHOCK “ 29 INCO KITS “ 13 The options will be exercised to Raytheon on or about 19 August 2011.
