- IBM Rational LifeCycle Package THIS IS A NOTICE OF INTENT. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The National Institutes of Health (NIH) Office of Acquisition intends to issue a fixed priced contract award on a sole source basis to International Business Machines, 6300 Diagonal Highway Boulder CO. 80301 for IBM LifeCycle Package with ClearCase Floating User SW Subscription and Support. Vendor DUNS 001883164 This service is commercial as defined in FAR Part 2. The procurement will be processed in accordance with Federal Acquisition Regulation 13.106-1(b). No solicitation exists for this requirement. Market research has determined IBM is the original manufacturer. The North American Industry Classification System Code is 334119 (Other Computer Peripheral Equipment Manufacturing). Interested parties capable of satisfying this requirement may submit offers in the form of capability statements to the point of contact. IBM is a large business and a GSA schedule holder. The requirement is under source seventy on GSA, and the category is 132 33. Small businesses are encouraged to participate by providing capability statements not to exceed three (3) pages in length, describing expert knowledge and responsibility. Any firm having capability to satisfy this requirement is invited to reply by forwarding a response no later than the established date and of August 8, 2011 4:30PM Eastern Standard Time. Responses to this notice of intent are subject to evaluation and a determination by the government not to compete the proposed procurement based upon responses to the notice is solely within the discretion of the government. NIH intends to proceed with a sole source contract award to IBM. Mandatory terms and conditions of Federal Acquisition Regulations 52.212-4, and 52.212-5 will apply to the anticipated award wherever applicable. The acquisition process is conducted under FAR Part 12 - Acquisitions of Commercial Items. Award shall be pursuant to FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures.
