- VA-245-11-IB-0206 - The Department of Veterans Affairs is seeking a construction contractor to furnish and install all labor, tools, materials, equipment, supplies and supervision to Renovate Building 407A at the Department of Veterans Affairs Medical Center, Martinsburg, WV in accordance with the drawings and specifications. work includes, but is not limited to, architectural, structural, mechanical, plumbing, electrical, etc. Project Number is 613-11-142. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses (SDVOSB set-aside). The work includes, but is not limited to, asbestos abatement, concrete, masonry, carpentry, casework, insulation, hollow metal doors and frames, wood doors, door hardware, replacement windows, glazing, metal studs and drywall, acoustical ceilings, porcelain tile, carpet tile, resilient flooring, painting, air conditioning system, plumbing, sprinkler, electrical lighting and power, telecommunication, and fire detection and alarm. Estimated construction cost range is $100,000.00-$250,000.00. The firm must be a General Construction firm approved under NAICS: 236220, Size Standard: $33.5M. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of West Virginia. Prospective contractors must be "registered and certified" online with http://www.vip.vetbiz.gov or the bid will be rejected. Also be registered at http://www.ccr.gov and https://orca.bpn.gov to be eligible for award. A Joint Venture Agreement (JV Agreement) must be completed at the time of bid opening and conform to JV requirements. JV Agreements should be submitted with the bid. Bids will be accepted from only responsible and responsive contractors. There will be one pre-bid site visit which will be help on September 7, 2011 @ 1pm. Contractors will report to the FMS/V5 Contracting Conference Room, Building 308B, VAMC, 510 Butler Avenue, Martinsburg, WV 25405. Contractors must obtain a visitor's pass from Front Lobby of B500 before reporting to B308B for the site visit. All interested parties are encouraged to attend. All questions generated from the site visit shall be submitted in writing to the contracting officer (shari.kesecker@va.gov). the deadline for questions pertaining to the solicitation is September 12, 2011. The project duration is expected to be approximately 120 calendar days after receipt of the notice to proceed. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from FedBizOpps website www.fbo.gov. Solicitation will be issued on or about 8/11-8/17/11. Approximate Bid Opening Date is September 19, 2011 @ 1pm Local Time. This is a firm-fixed price construction contract. A public bid opening will be made at the VAMC, Building 308B FMS/V5 Contracting Conference Room, 510 Butler Avenue, Martinsburg, WV. This procurement is subject to availability of funds.
