- Description
- The National Aeronautics and Space Administration (NASA), Marshall Space FlightCenter (MSFC), intends to negotiate with Science Applications International Corporation(SAIC) only, for the continued provision of NASA Consolidated Active Directory (NCAD)services under the Unified NASA Information Technology Services (UNITeS) contractNNM04AA02C. The potential period of performance of this extension is four (4) months,inclusive of a 2-month base extension with the provision of two additional 1-month optionperiods.UNITeS PWS section 3.4.2.c, NASA Consolidated Active Directory (NCAD), provides foractive directory support (along with associated program management effort) for the agencyuntil such time as this effort transitions to the Agency Consolidated End-user Services(ACES) contract. The ACES contract implementation was delayed due to circumstancesassociated with that competitive acquisition. As a result, ACES assumption of NCADservices will occur no sooner than October 31, 2011. Therefore, the UNITeS contract willrequire extension by an additional two months through October 31, 2011, with theprovision of two additional 1-month option periods through December 31, 2011, toaccommodate any additional delays. This action is made pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C.2304 (c)(1), whereby full and open competition need not be provided for when the suppliesor services required by the Agency are available from only one or a limited number ofresponsible sources, and no other type of supplies or services will satisfy Agencyrequirements. The services are deemed to be available only from the original source inthe case of an extension to the current contract for the continued performance ofexisting services, and award to any other source would result in both substantialduplication of cost that is not expected to be recovered through competition of theextension and unacceptable delays in fulfilling the Agencys needs. The extension willnot increase the current contract value.The government does not intend to acquire a commercial item using FAR Part 12.This notice of intent is not a request for competitive proposals. Interestedorganizations may submit their capabilities and qualifications to perform the effort inwriting to the identified point of contact not later than 4:30 p.m. local time on August18, 2011. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
