- Solicitation 1091084 IT Guru License This RFQ constitutes a "brand name or equal to" solicitation. This solicitation is in accordance with FAR 52.211-6, Brand Name or Equal. Statement of Work (SOW) Task Order Title: IT Guru License 1. Background The FDA Office of Information Management (OIM) focuses on creating and maintaining IT environments for FDA applications that support the increasing need for information sharing and collaboration. Managing information in this new environment plays a critical role in enabling the FDA's efforts to transform Agency operations and respond quickly and accurately to emerging scientific, technological, and economic trends affecting its regulatory mission. 2. Objectives The objective of the contract is to purchase a second Opnet IT Guru License. 3. Scope The FDA is seeking to purchase a second Opnet Guru license. 4. Specific Tasks/Deliverables N/A 5. Period of Performance 1 Year 6. Reporting Requirement/Delivery Schedule N/A 7. Security Pursuant to Federal and HHS Information Security Program Policies, the contractor and any subcontractor performing under this task order shall comply with the following requirements: Federal Information Security Management Act of 2002 (FISMA), Title III, E-Government Act of 2002, Pub. L. Place of Performance Work is to be performed at FDA, 2098 Gaither Road, Rm 193 Rockville, MD 20850. • Contractor-Employee Non-Disclosure Agreements Each contractor/subcontractor employee who may have access to non-public Department information under this task order shall complete the Commitment to Protect Non-Public Information - Contractor Agreement (http://nitaac.nih.gov/downloads/ciosp2/Contractor_Employee_Non-Disclosure.doc). A copy of each signed and witnessed Non-Disclosure agreement shall be submitted to the Project Officer prior to performing any work under the contract. • Confidential Treatment of Sensitive Information The Contractor shall guarantee strict confidentiality of the information/data that it is provided by the Government during the performance of the task order. The Government has determined that the information/data that the Contractor will be provided during the performance of the task order is of a sensitive nature. Disclosure of the information/data, in whole or in part, by the Contractor can only be made after the Contractor receives prior written approval from the Contracting Officer. Whenever the Contractor is uncertain with regard to the proper handling of information/data under the contract, the Contractor shall obtain a written determination from the Contracting Officer. 9. Government Furnished Equipment (GFE)/ Government Furnished Information (GFI) • N/A 10. Inspection and Acceptance Criteria N/A 11. Other Pertinent Information or Special Considerations The Contractor should be familiar with Section 508 requirements as described at http://www.section508.gov/ in order to ensure that documents generated as part of the tasks are fully Section 508-accessible using the available COTS tools. Requested Items: 1. IT Guru perpetual right to use license. Includes one (1) distribution media. Quantity 1 2. IT Guru License Upgrades for new release, patch levels and software enhancements. Quantity 1- Duration:1 year 3. IT Guru Technical Support Agreement. Quantity 1- Duration:1 year
