- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole-source contract in the amount of $40,558.00 for a base plus 2 option years to Elsevier for the purchase of a subscription to an on-line research database, SciVerse Scopus, for 20 users. Elsevier's SciVerse Scopus is the largest abstract and citation database of peer-reviewed literature and quality web sources with smart tools to track, analyze and visualize research. Scopus is the only product that meets the needs of the DCoE PH/TBI (Defense Center of Excellence Psychological Health/Traumatic Brain Injury) center because of its larger database, better citations, and ease of use. It provides searchers with a daily database update. SciVerse Scopus also allows users to accurately and reliably search for publications by author or by that author's affiliation, and it can refine the user's search by selecting and eliminating data based on the user's past search history, bringing down multiple selections to a much more refined few. It is only available through Elsevier who launched the abstract and citation database in November 2004 and has made continual advances and refinements in the database's search ability since then. SciVerse is a registered trademark of Elsevier Properties S.A. The government does not intend to post a solicitation for this requirement nor is this a request for a solicitation or competitive proposals. However, if a company believes it could meet or exceed all the needs of the Defense Center of Excellence for this requirement, it may submit documentation as such (i.e. a proposal, quote or capabilities statement) and any reasonable offer shall be considered by this agency. All responses to this notice must clearly indicate to the Government that pursuing competition in future procurements would be advantageous. If qualified sources are not presented to the Government by a response to this notice within 15 days of publication, then a contract shall be awarded in accordance with Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1); only one responsible source, as implemented by FAR 13.106-1(b) Soliciting from a single source. No telephone inquiries will be accepted. The Government reserves the right not to compete this requirement. Any qualified offerors must respond in writing no later than within 15 days after publication of this notice to: USAMRAA, Attn: Lisa Walters, Lisa.D.Walters@us.army.mil. Any responses received after this date and time will not be considered. Any response documentation received shall become the property of the government.
