Description
NOTICE OF INTENT TO ISSUE SOLICITATION The General Services Administration (GSA) intends to issue Solicitation QMAE-CR-110003-N for electric medium duty trucks Special Item Number (SIN)s: 531E-4X2 STAKE, 18FT, 21000-28000 LBS GVWR, ELECTRIC 561E-4X2 MAINTENANCE, 11FT, 21000-28000 LBS GVWR, ELECTRIC 571E-4X2 VAN, 20FT, 21000-28000 LBS GVWR, ELECTRIC built in accordance with the Federal Standard 794AE and medium and heavy duty trucks incorporating New Emerging Technology (888E). Line Item 888E allows vendors to submit a proposal of any commercially made Motor Vehicle incorporating NEW EMERGING TECHNOLOGY, for which there is an existing Federal Standard 794 or Federal Standard 807 vehicle category, and which conforms to all GSA standards and regulation that pertain to the Government's motor vehicle requirements. The Program Manager in conjunction with the GSA Technical Evaluation Team will determine the line item designation of the offer and if the proposed vehicle meets Federal Standards. Prospective offerors are required to obtain a user name and password for GSA's secure on-line proposal application (AutoBid). User name and password may be obtained by submitting the solicitation number, company's name, DUNS number, address, business size, user's name, telephone number, fax, email and proposed make and models by to automotiveedi.partnerships@gsa.gov. Account information will be provided within ten business days of your request. Please request user name and password before solicitation issuance to avoid delays. Registration in the Central Contractor Registration (CCR) and Online Representation and Certification Application (ORCA) is required. AutoBid will not be available for price submission until the solicitation opens. To prevent delays please register as soon as possible. This acquisition is 100% Full and Open competition and will result in one or more Indefinite Delivery/Indefinite Quantity Fixed Price Type Contract (s) with an Economic Price Adjustment. The resulting contract(s) period of performance will consist of one (1) base year with four (4) one year option periods. Proposals will be evaluated and a contract awarded under the Lowest Price Technically Acceptable Approach to the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The significant evaluation factors are Technical Capability, Management Capabilities, Past Performance, and Price. All proposed representative make and models must be in compliance with the Federal Vehicle Standards minimum standards. The NAICS code for this procurement is 336120 and the size standard to be considered a Small Business is 1000 employees or less. FOB: Destination. The anticipated solicitation issue date is August 11, 2011 and close date is September 12, 2011 2 p.m (see below regarding line item 888E) Federal Vehicle Standards are available at http://apps.fss.gsa.gov/vehiclestandards/. A pre-proposal conference will NOT be held after issuance of the solicitation. Specific instructions for submitting questions related to this acquisition will be included with the solicitation package. We encourage interested firms to register on the Interested Vendors List on FedBizOpps under the solicitation number. All announcements or changes to the intended publication date, the solicitation and any other information concerning this acquisition will be conveyed via the FedBizOpps website. NOTE: THIS SOLICITATION WILL REMAIN OPEN FOR STANDARD ITEM 888E, REPRESENTING MOTOR VEHICLES WHICH OPERATE ON NEW EMERGING TECHNOLOGY FOR AN ADDITIONAL 9 MONTHS AFTER THE INITIAL SOLICITATION CLOSING(Actual cut-off dates established in the solicitation). The Government will evaluate all 888E proposals received by the initial solicitation close date. After that time the Government will evaluate all 888E proposals received by the establish cut-off dates (Actual deadlines established in the solicitation) AutoBid WILL NOT open for pricing submission for 888E after the initial solicitation closing.
