Description
Performance Management & Environmental Compliance Advisor, USAID/Liberia •A. BASIC FUNCTION The incumbent serves as USAID/Liberia's performance monitoring specialist and Mission environmental officer. Working under the direction of the Supervisory Program Officer or his/her designate, the incumbent will assist the Mission to develop and implement an annual analytic agenda, assure USAID/Liberia compliance with all Automated Directive Systems (ADS) requirements for performance monitoring and evaluation (PME), manage the Mission's related PME activities, and assure environmental compliance requirements are met. In this capacity, the incumbent is responsible for developing and implementing a performance monitoring and impact assessment program that includes planning, designing and coordinating the development of a mission-wide system to measure and demonstrate the impact of USAID's development program in Liberia. The incumbent is expected to provide expert technical advice on performance monitoring and environmental compliance to the Mission and its partners. The incumbent also serves as the Contracting Officer's Technical Representative (COTR) for the Liberia Monitoring and Evaluation Program (L-MEP). B. MAJOR DUTIES AND RESPONSIBILITIES •1. The incumbent will assure that USAID/Liberia is meeting all requirements contained in USAID's ADS with respect to performance monitoring and evaluation, and environmental compliance. •2. Working with L-MEP, the incumbent will assist Development Objective (DO) Teams to develop, refine and implement results monitoring systems to measure the performance of individual USAID activities, in order to assess: - Achievement of actual versus planned results, and - The impact of those results at the local, national and regional (where appropriate) levels. •3. Utilizing the above PME instrument, the incumbent will collaborate with DO teams and individual DO team members, as well as partners in the design and implementation of evaluations of the results of USAID-supported activities. •4. The incumbent will serve as the Mission's liaison with the Government of Liberia on monitoring performance. As a basis for improving the capacity of partner organizations to perform program evaluation and assessment functions he/she will: •- assess whether public and private organizations/entities responsible for implementing USAID-funded activities have the capacity and institutional commitment required to meet their performance monitoring and impact assessment responsibilities; and, •- assess the capacity of public sector entities to provide information useful to USAID's performance monitoring and impact assessment efforts. The result of such assessment will include recommendations for appropriate Mission action. •5. The incumbent will assist in the preparation of USAID program documentation related to performance monitoring and impact assessments. Specifically, the relevant program documentation will include the portfolio review system (PRS), the Performance Plan and Report (PPR), the Mission Performance Monitoring Plan, and other implementation documentation as required. •6. The incumbent will also ensure that USAID/Liberia and its implementing partners abide by the requirements of ADS 204, Environmental Procedures, and 22 CFR 216. He/she will draft, review, and amend DO-level Initial Environmental Examinations (IEEs) as necessary, develop Environmental Mitigation and Monitoring Plans as needed, and ensure that mandatory surveys such as the Environmental Threats and Opportunities Assessment (ETOA) are conducted. C. QUALIFICATIONS AND EVALUATION FACTORS •1. General: This is a Personal Services Contract. The incumbent must be willing to reside in Monrovia, Liberia. •2. Education: Minimum of MA in social science or management field pertinent to responsibilities as defined in Section C above. •3. Prior Work Experience: Eight (8) years of demonstrated experience in some combination of the following areas: strategic planning, program evaluation, impact assessment, environmental compliance, performance monitoring, survey research, social science and economic research design and implementation. •4. Technical Knowledge: Professional experience in the context of managing processes and analysis and responsibilities similar to those defined in Section C above. Experience with USAID and the capability to manage complex programs and partner relationships, donor or government relationships. Demonstrated experience to monitor and evaluate based on a "management for results" framework in the context of USAID priorities and ability to implement USAID policies and procedures in accordance with established regulations. •5. Language Proficiency: Fluency in English is required. •6. Skills & Abilities: Demonstrated professional and diplomatic skills are required in working effectively with all Development Objective team members of diverse cultural backgrounds; providing technical assistance; administrative, management and verbal and written communication skills; on matters of program performance. Outstanding writing skills are required with the ability to meet deadlines, prepare reports, briefing papers and local analyses. An ability to work collaboratively with a broad range of professional counterparts at all levels, including host country governmental and non-governmental organizations, USAID and Embassy officials and staff, other U.S. Government agencies and other donors. Proven ability to work effectively and collaborative in a team environment and proactively work to achieve consensus on policy, project, research, and administrative matters is essential. Computer literate in word processing and basic spreadsheet programs as well as a working knowledge of. Demonstrated ability to prepare complex technical analyses and reports with minimum office support. Experience in survey design and implementation and knowledge of quantitative and qualitative evaluation methodologies (including knowledge of statistical methods and statistical software packages for data analysis) a plus. D. Position Elements: 1. Reporting responsibilities: The Performance Monitoring and Environmental Compliance Specialist reports to the Supervisory Program Officer or his/her designee. 2. Supervisory controls: The Supervisor will set overall objectives. The employee and the supervisor together will develop deadlines, projects, and work to be accomplished. The incumbent is expected to take initiative, act independently, and manage his/her tasks with minimal supervision. 3. Physical demands: Incumbent is expected to make occasional field site visits but otherwise the work is largely sedentary, will be conducted from the USAID offices in Monrovia and is not physically demanding.
